Specific Post Environment:

_**You will be part of the General Secretariat's Corporate and Institutional Affairs Department and will work within the Institutional Affairs Division's General Affairs Unit (GLA) in charge of EIF's institutional legal matters: EU regulatory matters, corporate matters, implementation of structural funds' mandates, State aid, inter-institutional relations and related internal policies.


The specific project linked to this traineeship is the review of the new Common Provisions Regulation 1060/2021 (CPR) for the Programming Period and addressing procurement requests.


The traineeship shall materialize in working on legal questions relating to CPR, State aid and public procurement issues and the subsequent dissemination of such deliverables within the Division.


_ Overall objectives:
_

You will be:

  • Working on the legislative framework concerning the EU Multiannual Framework for the budgetary period MFF
  • Furthering knowledge of existing EU law, in particular: rules concerning EU Structural Funds, EU State aid legislation (GBER and De minimis Regulation), public procurement (Directive 2014/24)
  • Familiarizing with the work of an inhouse legal function operating in the context of EIF's mandates and addressing various EU regulatory queries

_ Responsibilities_:

Under the guidance of a Senior Officer, you shall:

  • Contribute to the legal researched and the review and drafting of documents under the Division's remit on the MFF documentation; drafting legal memos and internal presentations on the CPR and State aid as appropriate;
  • Address specific legal queries from other departments on EU Structural Funds, State aid and public procurement;
  • Research and analysis of other legal issues relevant to the EIF GS/CIA/IA/GLA.

_ Expected outcomes:
_

  • Analysis of the CPR contractual documentation for MFF and public procurement requests;
  • Compile research results and prepare memoranda on legal matters relevant to the GLA Unit;
  • Become familiar with the tasks of an inhouse corporate legal team within an EU body.

_ Qualifications:
_

  • University degree in the legal field (preferably at Master level);
  • Basic knowledge of general EU law;
  • Preferably some technical knowledge on Common Provisions Regulation (1060/2021), EU state aid rules (GBER and De minimis Regulation), Directive 2014/24 on public procurement;
  • Understanding of EIF's general mission and activities as per its Statutes;
  • Prior experience (traineeship) in a law firm, inhouse legal service of a financial institution would be a plus.

  • Excellent drafting and analysis skills;
  • Fluency in English; knowledge of further EU languages considered an asset;
  • Good interpersonal skills;
  • Ability to work productively;
  • Demonstrate initiative, capability to work autonomously under given objectives and organise own work effectively even under time pressure.
