The
EIB, the European Union's bank, is seeking to recruit for its Financial Control Directorate (FC),
Procurement & Purchasing Division (P&P) at its headquarters in Luxembourg, a
(Senior) Procurement and Purchasing Officer.



This is a full-time position at grade 5/6 for which the EIB offers a permanent contract.

Purpose:


As a (Senior) Procurement & Purchasing Officer, you will have the opportunity to proactively support the Head of Division in the development, shaping and management of the EIB Group (EIBG) corporate purchasing function.

Your focus will be to ensure that the EIB Group procures high-quality works, supplies and services in a timely manner, as well as obtaining value for money whilst also complying with procurement rules, thus contributing to the achievement of EIB objectives.


Operating Network:

In this position, you will interact and work closely with all the Bank's Directorates in requesting corporate purchasing services.

You will liaise particularly closely with the Legal and Group Risk & Compliance Directorates, in relation to the legal framework for corporate procurement and compliance issues respectively.

Moreover, you will also cooperate with the Group Digital Office Department for technical facilitation of the supporting ERP solution.

Accountabilities:

In this post, you will:

  • Proactively contribute to the development and execution of the EIBG corporate purchasing framework and policies, particularly when addressing changes within the internal and/or external procurement framework with regards to the short, medium and long term, so to ensure that the EIB Group will procure highquality works, services and supplies in a timely manner, obtaining also value for money whilst also complying with procurement rules.
  • Be entrusted with identifying areas for improvement and/or for simplification within the purchasing processes, whilst also ensuring the appropriate Bankwide communication about corporate purchasing rules and procedures;
  • Provide leadership and guidance for the purchasing team, as well as supervising and delivering the Bank's corporate purchasing processes aiming to ensure that purchasing for the Bank's own account is performed in an effective way, in line with the Bank's interests, and in compliance with relevant regulations (EU directives, EIBG rules and procedures);
  • Provide quality control over the division's purchasing activities, as well as supervise and contribute, whenever relevant, to the preparation of regular reports on purchasing activities. You will also contribute to the development, maintenance and reporting of Key Performance Indicators (KPIs) on the division's purchasing activities;
  • Contribute to the preparation of information and followups to internal audits;
  • Provide specific advice and recommendations on corporate purchasing, in order to align EIBG with best practices. To do so, you will also keep uptodate with developments in the purchasing domain.
  • Be entrusted with providing trainings as well as sharing innnovations on purchasing activities within the Division and throughout the Group.
  • Actively contribute to the group wide P2P Programme, so to streamline and review Procurement and Purchasing procedures with an active involvement in the discussion, assessment and selection of the EIBG's future ERP system.
  • Participate in adhoc initiatives that can go beyond the strict boundaries of own domain, as well as ensuring the realisation of the initiative within the set scope, time and budget.
  • Foster a knowledge driven environment, in which all necessary expert knowledge is present and kept up to date.

Qualifications:

  • University degree in a relevant discipline and preferably a Master's degree in a relevant domain.
  • Any Project Management Certification such as Prince2, PM2 and/or PMP/PMI would be an advantage.
  • Minimum of 5 years of relevant professional experience within the purchasing and/or procurement field.
  • Prior experience in another Multilateral Institution would be considered a distinct advantage.
  • Project Management Certification, Prince2, PM2 or PMP/PMI would be an advantage.
  • Indepth knowledge of EU public procurement principles and regulations in the domain of public procurement as well as their implementation.
  • Comprehensive knowledge of the Bank's mission, objectives, policies procedures, activities and organisation, including knowledge of EIB administrative and operational procedures related to corporate procurement and purchasing will be considered a strong asset.
  • Thorough knowledge of standard office software (such as MS Excel), procurement software and platforms (such as PeopleSoft Financials Procure to Pay), and of reporting solutions (such as Business Objects).
