Two
(Associate) Compliance Officers.
These are full-time, temporary positions at grade 4/5.
The term of this contract will be until 15th
December 2023.
_ Panel interviews are anticipated for May 2023._
Purpose:
You will contribute to the identification, assessment, monitoring and management of conduct and compliance risk related to the Bank's activities in order to strengthen the Compliance function.
This will help to ensure the implementation of a new Group Risk Management Function of which OCCO is a part of and increase Group alignment, a strategic priority for the institution.
Operating Network:
You will report to the Head of Unit and interacts with colleagues both within the Compliance Directorate at large as well as in other business lines (mainly HR, Inspectorate General, General Secretariat, Legal and Compliance Liaison Officers with the Bank's business lines).
Accountabilities:
- Contribute to ensuring that Ethics and Integrity policies and procedures, in particular the Codes of Conduct, the Whistleblowing Policy, the Conflict of Interest policy, the related procedures and those relating to governance matters, remain uptodate;
- Contribute to the finalisation of opinions and recommendations with regard to the professional ethics of the EIB Group staff and ethical and integrity standards, in relation to e.g. market abuse, conflicts of interest and confidentiality, and in general with regard to the compliance of an individual's actions with the rules on ethics and integrity falling within the O-GCCO remit, including e.g. the EIB Group Staff Codes of Conduct
- Provide OCCO contribution to policy, procedures, guidelines and internal documents and, if applicable, related Management Committee Notes under the responsibility of other Directorates;
- Prepare briefings for management on general compliance matters
- Contribute to the design and delivery of various ethics training and awarenessraising initiatives for OCCO;
- Support the work of the Division more generally in relation to transversal OCCO issues e.g. compliance risk assessment/monitoring/reporting, benchmarking, contractual and integrity clauses
- Contribute to the strengthening of the EIB Group dimension in all areas within CORP remit, in particular in the context of the Group Alignment Implementation Plan, which includes all projects and initiatives aiming at reinforcing group alignment.
- Cooperate with other services in elaborating policy documents with a compliance dimension e.g. EIB Statues, Rules of Procedures, Codes of Conduct, Operating Rules of the Ethics and Compliance Committee and of the Appointing Advisory Committee, Transparency Policy, Anti-Fraud Policy, etc.
- Facilitate the review, development and implementation of policies and internal procedures in relation to the delineation between 1st LoD and 2nd LoD, with a view to improving and streamlining processes.
- Contribute to risk related work streams relevant for the Division's remit (CRA, RAF, CMP etc.)
- Provide OCCO representation on work streams related to the Bank's transition to becoming a Climate Bank.
- Asses operational compliance and identify risk and integrity concerns within O-GCCO's contractual and integrity clauses context, flagging potential risks to the Bank's reputation or regulatory compliance.
- Identify and elaborate remediation measures for the Compliance of the Bank's activities with its policies, rules and procedures in the areas of relevance for O-GCCO
Qualifications:
- University degree preferably in economics, finance, law or political science or other fields
- Minimum 3 years professional experience in areas related to Compliance policy development and/or other areas relevant to the Compliance Directorate's responsibilities
- Knowledge of regulatory conduct rules
- Knowledge of and experience in best practices and activities with the emphasis on professional duties
- Knowledge and experience in issues related to O-GCCO's activities (e.g. Governance, regulatory standards and compliance, reporting to governing bodies, risk related files and KPIs, Whistleblowing, professional duties, Ethics)
- Knowledge of the EIB Group's objectives, mission & broader policies
- Good communication, presentation and writing skills
- Excellent knowledge of English and/or French, with a good command of the other. Knowledge of other EU languages would be an advantage.
