Contract Type: Ad-Hoc Contract under the COSMOS Framework
Citizenship Requirement: EU Citizen
Languages: English mandatory; additional EU languages are a plus
About the Role
We are looking for a highly experienced Service Manager to oversee the design, implementation, and management of Software Defined Networking (SDN) services, with a strong focus on micro-segmentation. The role is delivered under an Ad-Hoc contract of the COSMOS framework, supporting the European Commission (DIGIT).
The ideal candidate must have hands-on experience in micro-segmentation—defining, documenting, monitoring, and improving policies and delivery processes—and must ensure this security-centric service is fully aligned with DIGIT's operational, security, and strategic goals.
Key Responsibilities
Service Management & Operations
- Manage end-to-end delivery of SDN services with micro-segmentation as a core component.
- Design and document micro-segmentation policies, workflows, and service definitions.
- Monitor the enforcement of segmentation policies and ensure services are performing as expected.
- Act as the main point of contact for DIGIT on all SDN service matters, including segmentation.
- Ensure alignment with contractual SLAs and KPIs, particularly those related to segmentation controls and security enforcement.
- Lead the incident, change, and problem management processes related to SDN and segmentation services.
- Drive implementation of monitoring dashboards for micro-segmentation effectiveness.
Stakeholder & Vendor/Supplier Management
- Work closely with DIGIT units and other EC stakeholders to define business-driven segmentation policies and enforce them accordingly.
- Manage relationships with vendors and ensure that micro-segmentation capabilities are properly supported, maintained, and evolved.
- Lead service review and governance meetings focused on SDN and segmentation compliance and maturity.
- Organize and lead regular service review meetings with DIGIT and Service Provider operational teams.
- Provide clear, data-driven reports on service performance, risks, and improvement plans.
Service Transition & Continuous Improvement
- Lead the definition of the micro-segmentation service within the SDN catalog (including standard and non-standard offers).
- Support the integration of SDN micro-segmentation with hybrid and multi-cloud services.
- Identify and implement automation for segmentation rule provisioning and policy lifecycle management.
- Promote micro-segmentation adoption across EC services and ensure alignment with Zero Trust and security-by-design principles.
- Drive service evolution and innovation, ensuring SDN services align with the EC's cloud and digital transformation strategy.
- Identify areas for automation and efficiency in SDN operations.
- Support the adoption of emerging SDN technologies to improve agility, security, and scalability.
- Ensure effective knowledge management and documentation within the service provider team.
Required Skills & Qualifications
Technical & Professional Expertise
- Minimum 5 years of experience in IT Service Management, including specific involvement in SDN and micro-segmentation.
- Demonstrated ability to design and operationalize micro-segmentation strategies, particularly within SDN environments (e.g., Cisco ACI, NSX-T, Illumio).
- Strong knowledge of network policy models, traffic flows, service chains, and security zoning.
- Familiarity with cloud-native networking and hybrid security architecture is highly desirable.
- Proven experience managing SLA and KPI-driven services, including enforcement and reporting for segmentation effectiveness.
- Strong understanding of ITIL best practices, service operations, and IT governance frameworks.
- Experience managing large-scale enterprise network infrastructures in complex environments.
- Knowledge of cloud networking concepts (hybrid, multi-cloud SDN) is an advantage.
Soft Skills & Competencies
- Strong leadership and communication skills to engage with EC stakeholders at all levels.
- Ability to translate technical concepts into business-oriented discussions.
- Proactive problem-solving and decision-making abilities in a high-stakes environment.
- Capacity to work in a multi-cultural, multi-lingual environment within the European Commission.
Additional Requirements
- EU Citizenship (Mandatory).
- Fluency in English (Mandatory); knowledge of French and/or other EU languages is a plus.
- Ability to work on-site in Luxembourg/Brussels as required by the European Commission.
A professional and stimulating work environment in the IT & telecom sector.
