(Senior) Business and Data Analyst

The **EIB**, the European Union's bank, is seeking to recruit for its Group Risk & Compliance Directorate (GR&C) - Office of the Group Chief Compliance Officer (GR&C-OCCO), Group Non-Financial Risk Department (GNFR), Project Management and Information Security Division (PMI), Project and Change Management Unit (PCMU) at its headquarters in Luxembourg, a **(Senior) Business and Data Analyst *.**

**Purpose**:
In the context of Best Banking Practice (BBP) and the strong commitment of the Bank to implement European Banking regulation applicable to it, the Projects and Change Management Unit (PCMU) is in charge of the implementation of specific policies that the Bank has adopted in this area, including for Data Governance and Reporting.

As a (Senior) Business and Data analyst you will drive the business analysis, define the functional design, and implement data management solutions in order to improve and streamline the compliance-related processes, and enhance the consistency and quality of the compliance data across the EIB Group, ensuring thus that GR&C-OCCO sets a robust and efficient approach to managing Group compliance risk.

This post requires good negotiation skills with senior counterparties in order to obtain buy-in for necessary changes. Furthermore, working in a collaborative spirit with flexibility, achievement drive, ability to handle multiple tasks often to strict and tight deadlines while still exercising a great deal of precision will be crucial in order to be successful in this position.

**Operating Network**:
You will report to the Head of Unit of Project and Change Management Unit in close cooperation with internal compliance stakeholders within the Bank and IT. You will also work with the Data Governance and Reporting Officers and cooperate closely with the Bank’s Data Governance Office (DGO) team in the Group Corporate Services (GCS) Directorate.

**Accountabilities**:

- Contribute to the development and implementation of a Bank-wide corporate data governance action plan and strategy policies, as well as relevant standards, principles, projects, processes and solutions;
- Act as a key Business Analyst by gaining a good level of technical and process understanding of the systems used by Bank, in particular expertise of the technical set up, logic and limitations in order to provide solution proposals and support IT in the implementation process.
- Prepare and/review data governance deliverables for data-related projects. Identify and analyse data quality issues and root causes, propose and implement sustainable improvements for clean and correct data;
- Drive data improvement projects within the Directorate and contribute to the development of the foundations to ensure that data are well governed and managed.
- Specific improvement projects which focus on information/data domains and reports;
- Ensure and/ or coordinate the delivery of internal and external reporting and monitoring tasks, both regular and on an ad-hoc basis. Coordinate with other Directorates (e.g. OPS, FI, PMM, etc.) to ensure availability of all relevant data;
- Analyse and optimise end-to-end business processes within GR&C-OCCO to identify and prioritise potential improvements and streamlining opportunities; design standardised business workflows with robust mechanisms to sustain these;
- Lead the project and change management tasks in accordance with EIB internal PM methodologies (incl. preparing relevant documents/ presentations / raising staff awareness);
- Advise business users, analyse problems and propose improvements by defining the required changes and ensure that they are implemented as specified in the IT systems with testing preparation and use cases

**Qualifications**:

- At least 5 years of relevant experience in Business Analysis or change initiatives ideally within Financial Services and Capital Markets, including proven experience in implementation of new processes, controls or standards;
- Good understanding of the EIB mission and activities as well as the operating and political framework in which the Bank operates;
- Sound knowledge of business data analysis, data management, data modelling and documentation would be an advantage;
- Sound knowledge of Business Object Web Intelligence. Knowledge of a Data Modelling tool (e.g. Sybase Power Designer) and SQL would be an advantage
- Experience with project management principles, methods and practices is a key asset.
- Consolidated knowledge of Change Management would be an advantage, in particular communications trainings and other change management activities
- Excellent knowledge of English and/or French(*), with a good knowledge of the other.
