**Notre client**, ONG internationale basée à Luxembourg depuis plus de 20 ans, œuvre pour l’autonomie économique et sociale de populations vulnérables à travers le monde. En combinant **assistance technique et financements responsables**, elle favorise l’émergence de projets à fort impact durable dans les domaines de l’agriculture, des ressources naturelles, de l’éducation et de la santé.

**Votre rôle**

En lien direct avec la Direction, vous jouerez un rôle clé dans le développement stratégique et opérationnel de l’ONG, avec un focus sur la **structuration et le pilotage de programmes financiers innovants**.
Vous aurez la responsabilité de concevoir, mettre en œuvre et superviser des programmes alliant **assistance technique et solutions financières inclusives** (impact investing, blended finance, mécanismes de de-risking) au service des chaînes de valeur agricoles, forestières et sociales.

Vous encadrez une équipe de 3 à 4 chargés de programme (Luxembourg et terrain) et travaillez étroitement avec un réseau de partenaires internationaux (bailleurs, investisseurs, institutions financières, ONG locales).

**Missions principales**:
**Pilotage financier et stratégique des programmes**:

- Concevoir et mettre en œuvre des mécanismes financiers innovants adaptés aux besoins des acteurs locaux (agriculteurs, PME, coopératives, institutions de microfinance, etc.) ;
- Superviser la planification, le suivi des indicateurs financiers et d’impact, la gestion budgétaire et administrative ;
- Garantir l’alignement des projets avec la stratégie de l’ONG et les attentes des partenaires financiers et institutionnels.

**Développement de l’axe Finance inclusive & investissement d’impact**:

- Identifier et structurer des partenariats financiers avec investisseurs, bailleurs de fonds et prestataires de services ;
- Développer des interventions combinant financement, assistance technique et accès au marché ;
- Explorer des opportunités de levée de fonds et de cofinancements.

**Leadership & représentation**:

- Manager et accompagner votre équipe (Luxembourg et terrain) dans la mise en œuvre opérationnelle des programmes ;
- Assurer la visibilité externe de l’ONG et représenter ses projets dans les conférences et événements internationaux du secteur ;
- Contribuer à la gestion des connaissances (capitalisation, diffusion des bonnes pratiques, publications).

**Profil recherché**
- Minimum **10 ans d’expérience** dans la finance durable, l’investissement d’impact ou la finance inclusive, idéalement en lien avec des projets de développement international;
- Expertise en **blended finance, structuration de produits financiers et mécanismes de réduction des risques** ;
- Diplôme universitaire en finance, économie, coopération internationale, développement agricole/environnemental ou équivalent ;
- Exposition significative aux **pays en développement** ;
- Excellentes capacités d’analyse, rédactionnelles et organisationnelles ;
- Autonomie, leadership, sens de l’innovation et de la collaboration ;
- Bilingue **français-anglais** (espagnol et luxembourgeois sont un atout) ;
- Disponibilité pour des déplacements terrain (environ 20%).

Poste basé à **Luxembourg-Ville**, avec missions ponctuelles sur le terrain.
