**Worlplace Security Specialist (WSS) - Luxembourg - EU Public Organisations**

**1. CONTEXT/INTRODUCTION
The consultant will work for unit DIGIT.D3 of the European Commission as part of the eDelivery building block, initially created as part of the Connecting Europe Facility (CEF)1 and now continued as part of the Digital Europe Programme (DEP)2. The building block aims to enable Trans-European interoperability in a manner that is reusable across sectors and policies in the EU. The eDelivery building block enables Businesses and Public Administrations (both hereinafter referred to as ‘organisations’) to exchange electronic data and documents in digital format with other organisations (and indirectly with citizens) in an interoperable, secure, reliable and trusted way. The eDelivery building block prescribes the use of Access Points implementing the AS4 Messaging Protocol according to the implementation guidelines defined in the eDelivery AS4 profile. In addition to maintaining the profile and providing profile conformance testing service for vendors who create their own Access Point software, eDelivery also provides its own sample implementation of the profile, Domibus. To enable dynamic discovery of Access Points, the eDelivery building block also defines profiles for the Service Metadata Publisher (SMP) and Service Metadata Locator (SML) specifications and provides sample implementations thereof.

**2. DESCRIPTION OF THE TASKS
See Regulation (EU) No 1316/2013 of the European Parliament and of the Council of 11 December 2013 establishing the Connecting Europe Facility, amending Regulation (EU) No 913/2010 and repealing Regulations (EC) No 680/2007 and (EC) No 67/2010. 2 See Regulation (EU) 2021/694 of the European Parliament and of the Council of 29 April 2021 establishing the Digital Europe Programme and repealing Decision (EU) 2015/224. 2 The following tasks will be performed by external service provider:

- Provision of technical expertise in a selection of the areas described in the section ‘Knowledge and skills’
- Design, preparation and monitoring of automated tests
- Contribution to the development of a plan to integrate automated testing within the testing process
- Evaluation of the tools and technology for automation best fit to the project within the DevSecOps approach
- Creation of an approach and methodology for building a test automation architecture
- Enabling the transition of testing from a manual to an automated approach
- Creation of automated test reporting and metrics collection
- Test automation
- Technology watch and adoption
- Assistance during relevant parts of testing, analysis, technical documentation, deployment, evaluation and reporting.

**3. LEVEL OF EDUCATION**

As stated in the Article 2.6.3.1. of DIGIT-TM II Service requirements, a minimum educational qualification for lot 2 is: Level of education corresponding to Level 6 of the European Qualification Framework which typically corresponds to a bachelor degree of 3 years.

**4. KNOWLEDGE AND SKILLS**

The following skills and knowledge are required for the performance of the above listed tasks:

- Knowledge of test automation technologies, tools and techniques
- Hands-on experience in the creation of test automation solutions
- Knowledge of Test Management and Defect Tracking tools
- Experience in the test data management
- Knowledge of scripting and programming
- Knowledge of Service Oriented Architecture
- Knowledge of Relational DBMS
- Familiarity with interoperability technology (e.g., web services, message-oriented middleware)
- Capability of integration in an international/multicultural environment, rapid self-starting capability and experience in working in a team.
- Ability to participate in multilingual meetings, good communication skills.
- Ability to work in multi-cultural environment, on multiple large projects.
- Excellent Team Player.
- Ability to understand, speak and write French B1 in addition to English B2 will be an advantage;

**5. SPECIFIC EXPERTISE
The following specific expertise is mandatory for the performance of tasks:

- at least 1 year of specific expertise in Java (min. competence level 3)
- at least 1 year of specific expertise in Web Services (min. competence level 2)
