(Senior) Climate Finance Advisor

The **EIB**, the European Union's bank, is seeking to recruit for its Operations Directorate (OPS), Advisory Services Department (AS), Climate & Social Finance Advisory Division (Clim&Social), Climate & Urban Unit (Clim&Urb) at its headquarters in Luxembourg, a **(Senior) Climate Finance Advisor**.

**This is a full-time position at grade 5/6 for which the EIB offers a permanent contract**.**

**Purpose**:
In this post, as a (Senior) Climate Finance Advisor you will be responsible for providing advice primarily to public sector authorities as well as to financial intermediaries on the design, setup and implementation of financial instruments and advisory support packages.

**Operating Network**:
You will be in charge of coordinating the use and input of external consultants, as well as liaising and cooperating closely with other Departments of the Bank such as Operations (OPS), Legal (JU) and Projects Directorates (PJ). Moreover, you will also work closely with the EIB's product development and geographical lending teams as well as, potentially, the European Investment Fund (EIF) when needed.

**Accountabilities**:
In this post, you will:

- Within the context of specific EC advisory mandates (such as fi-compass, the InvestEUAdvisory Hub, or similar in the future) or alternatively within specific advisory assignments with public authorities (Ministries, local authorities, etc), you will analyse and respond appropriately to requests for assistance and/or advice in establishing financial instruments, including the undertaking of feasibility studies, as well as designing appropriate investment strategies and/or financial products combining public and private funding.
- Develop and implement financial intermediary support packages, aiming to facilitate the deployment of climate investment, supported by consultants able to provide technical assistance and capacity building.
- Interface and maintain relationships with key stakeholders, including various services within the European Commission, financial intermediaries and public bodies as clients, consultants, as well as internally, most notably with the Operational departments of the Bank and with the EIF.
- Represent the Bank in appropriate professional and public fora, attending and presenting at various public events.
- Keep up with trends, innovations and regulatory changes related to financial instruments and financial intermediary advisory support packages, including sectoral developments, especially with respect to climate and sustainable finance. Moreover, you will also advise and support, where appropriate, other parts of EIB Group in analysing, designing or implementing financial instruments, new financial products and financial intermediary support packages, including through the provision of EC financial instrument regulatory advice.

**Qualifications**:

- University degree in Banking/Finance/Economics/ or other relevant studies. Postgraduate studies would be an advantage.
- At least 5 years’ relevant professional experience. Experience in investing in or lending to investment infrastructure funds, financial intermediaries and/or local authorities would be considered a distinct advantage.
- Experience in areas of climate finance, including green loans/bonds and EU Climate Taxonomy would be considered a distinct advantage.
- Experience in managing and overseeing the work of other EIB staff and/or consultants would be considered an advantage.
- Experience and aptitude in direct contacts with public and private sector clients, often at a senior level.
- Excellent knowledge of English and/or French (*), with a good command of the other. Knowledge of Spanish and/or Portuguese would be an advantage.

As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Proficiency is understood to mean the attainment of _level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
