The **EIB**, the European Union's bank, is seeking to recruit for its **Personnel Directorate (PERS), HR Strategy and Governance Department (HRS&G), Employee Relations & Wellbeing Division (ER&W), HR Statutory Affairs and Advisory Unit (SAA**) at its headquarters in Luxembourg, a **(Senior) Human Resources Lawyer**. **This is a full time position at grade 5/6.

**The term of this contract will be 4 years.**
- Panel interviews are anticipated from mid-November onwards._

**Purpose**:
As a (Senior) Human Resources Lawyer you will provide legal guidance in relation to all staff matters, draft policies and legal texts and contribute to a fruitful social dialogue.

Respect of the absolute confidentiality of personal related data, discretion and interpersonal sensitivity are key requirements of the post.

**Operating Network**:
You will report to the Head of Unit and work in close collaboration with other business lines and stakeholders such as: HR Business Partners, Data Protection Officer, Legal Directorate, Office of the Chief Compliance Officer, staff members, and** **College of Staff Representatives. In addition, you will have external contact with the likes of other EU Institutions, IFIs, professional associations and academic circles in order to compare, develop and consolidate the legal framework in order to protect the interests of the EIB as an employer, exchange ideas/experience and stay abreast of best practices

**Accountabilities**:

- Provide in an autonomous manner legal research and expert advice on staff matters, including, but not limited to employment and labour law, staff rights and benefits under EIB staff rules and regulations, Data Protection, Code of Conduct, employee relations issues, Performance evaluation and related matters, medical control procedures and other staff related procedures led by Personnel
- Drive the development and improvement of policies and draft legal texts
- Perform any other legal analysis and deal with legal file as assigned by the Head of the Employee Relations Division
- Act as a back-up for the lawyers in charge of the legal procedures that fall within Personnel’s remit: Dignity at Work procedure, conciliation procedure, administrative review procedure, disciplinary proceedings
- Ensure high quality of the Division’s work on all documents including reports or notes to the Bank’s decision-making bodies
- Contribute to building meaningful relations with the College of Staff Representatives
- Advise and actively support the Head of Unit, the Head of Division and top management in the social relations field (such as Staff Representatives, Joint Committees, etc.)
- Contribute to horizontal projects and initiatives, across the division and/or beyond
- Conduct legal research on legal matters and developments of significance to the Division’s interests
- Proactively keep up to date with legal developments in legislation, regulations and jurisprudence pertaining to the Division’s activities
- Develop and maintain relationships within the Bank and represent the EIB externally as needed

**Qualifications**:

- University degree in Law. Specialisation in EU Employment and Labour Law would be an advantage
- At least 5 years of relevant legal professional experience
- Experience in labour law would be considered as an advantage
- Knowledge of EU institutional and policy framework, notably in the social relations field is a plus
- Good understanding of the Bank’s mission, organisation and activities
- Knowledge of standard office tools
- Excellent drafting skills
- Excellent knowledge of English and a good command of French(*). Knowledge of other EU languages would be an advantage
