The** EIB**, the European Union's bank, is seeking to recruit for its Operations Directorate, Operations Support Department, Information Systems and Applications Division, at its headquarters in Luxembourg, an **(Associate) Project and Change Manager**.
**This is a full-time temporary position at grade 4/5.**
**The term of this contract will be 2 years.**

**Purpose**:
As an (Associate) Project and Chane Manager, you will plan, coordinate, implement and report on project and change management activities for key transversal initiatives involving resources from multiple areas of IT and business services with a view to promoting a digital workplace at the EIB and to achieve the agreed project/program results in terms of time, scope, quality and budget.
Identifying, planning and managing, together with IT, interdependencies of several key projects implemented in parallel under the Bank’s digitalization strategy with impact on the Lending activity, will be an essential task under this job.
**Operating Network**:
The Division is responsible, inter alia, for the maintenance and development of several front office systems used to execute and support the Bank’s lending activity. As such, it also leads the implementation of the digitalization strategy linked to EIB’s lending process which is the focus operating domain for this post.
You will report to the Head of Division and collaborate closely with the Division’s Head of Units. You will work on transversal, complex projects, with defined deliverables and or deadlines in the assigned domain which require close collaboration with colleagues within the Division as well as across multiple other EIB services.
**Accountabilities**:
- Implementing, under the supervision of the Head of Division, well-defined projects and change initiatives. Make suggestions to improve key processes, ensuring a high quality of deliverables and respecting predefined budgetary and planning constraints
- Taking ownership of assigned projects / change initiatives and acting as a key driver to align IT and business in order to deliver a smooth implementation and transition to users by reducing resistance and increasing adoption
- Managing, coordinating, supervising and executing assigned initiatives, in order to ensure successful delivery; this may include:
- Providing guidance to the project / change team and supervising activities related to the initiative including planning, coordination of project tasks, and intervening when necessary
- Ensuring that user engagement and adoption is properly considered with adequate communication, awareness and training
- Reporting regularly on progress of projects / change initiatives
- Ensuring correct maintenance and support strategy is in place for systems/processes going into production as a result of a project
**Qualifications**:
- University degree (minimum an equivalent to a Bachelor), preferably in a related discipline such as Computer Science, Economics/Finance or Marketing.
- At least 3 years of work experience as a Project Manager/ Change Manager ideally in the IT domain.
- Excellent knowledge of project management / change management principles and best practices
- Good understanding of IT related best practices & market trends preferably in the financial sector
- High-level knowledge of some of the following areas: document management, SharePoint, reporting tools
- Project Management Certification and/or Change Management Certification would be an asset
- Excellent knowledge of English and/or French (**), with a good command of the other. Knowledge of other EU languages would be an advantage.
