Market Data Officer

This position is based at our Luxembourg headquarters and requires regular office presence. The EIB, the European Union's bank is seeking to recruit for its Finance Directorate (FI), Strategy, Policies & Business Support Department (SPBS), Systems & Data Management Division (SDM), Market Data Management Unit (MDM) at its headquarters in Luxembourg, a (Senior) Market Data Officer* – This is a full time position at grade 5/6 for which the EIB offers a permanent contract.

Our (Senior) Market Data Officer covers all market data activities, by supervising market data controls and plays a vital role in providing business support to market data users. We need a strong professional who will contribute to EIB's ambitious goals.

As (Senior) Market Data Officer you will cover all market data activities, by supervising daily and periodic market data controls consistent with the Market Data Configuration Guidelines and provide business support to market data users by in order to strengthen FI's first line of defence and therefore achieve the Bank's operational objectives.

There are 8 team members in the Market Data Management Unit ("MDM") and is in charge of Market Data maintenance and feeding processes operated in Wall Street Finance Kit, the Collateral Management System ("CMS") and the new market data platform ("MDP") currently being deployed. It provides support to Market Data users through those systems as well as impacted downstream applications. This requires that that market data is accurate, reliable and correct.

• Permanent information and co-ordination between members of the SPBS Department
• Working relationships with Front-Office staff, with market data, and with IT's technical Support Teams.

External contacts

• Counterparty banks for the contribution of market data
• Market price service providers (Refinitiv, Bloomberg, IHS Markit etc.) for clarification of specific data items
• Software provider Wall Street Systems and FIS (Fidelity National Information Services) on issues related to FK and Apex

1. Design policies, processes and initiatives in market data management

As the Market Data Management officer you will deal with the calculation or substantiated estimation of data not immediately observable in the market, and you will be a proficient in the usage of financial instruments by EIB end-users and therefore takes a leading role in interacting with the end-users as part of satisfying their market data needs. You will also assess the validity and reliability of critical market data values used to defend the assessment vis-à-vis Front-Officers and risk management.

You will assist the Market Data Management leader to devise strategies pertaining to the overall domain of market data management.

• Drive the development, implementation and improving processes, procedures (as established in the Market Data Configuration Guidelines ("MDCG")), tools, etc. for efficient Market Data Management and in line with best practice.
• This includes an active participation in the deployment of a new dedicated market data platform ("MDP") currently under way.
• Monitor the activities of market price service providers and consultants when required.

2. Supervise the execution of market data management processes

In addition to your standard role as Market data Officer in terms of executing daily/periodic controls, as the Senior Officer you will also coordinate the definition of controls to ensure FK TRM and CMS comply with the expected data quality levels by the end-users.

• Act as first-line of contact with users in all market data related matters, support users to access and to correctly interpret market data
• Set up market data definitions and automatic feed in the applicable market data applications (FinanceKit (FK) and Collateral Management System ("CMS") today, MDP effective 2024 and beyond)
• Collect market data used for the execution and administration of structured borrowing and derivatives transactions, treasury transactions and other financial operations of the Bank

2. Specialist advice in market data management

LeLead the relationship with Risk Management/Financial Risk/ Derivatives/ Model Validation and other advanced data users for seamless integration of market data into CompatibL by organizing periodic meetings, addressing follow-up queries and coordinating the pending items with the MDM colleagues.

2. Special projects

Lead the execution of strategic and transversal market data projects or other initiatives in view of providing the market data related services requested by the users or improving market data quality.

• University degree (minimum an equivalent to a Bachelor) preferably in Finance, Economics, or IT.
• Minimum 5 years of relevant professional experience, acquired in a major financial institution, preferably in the Financial Markets (Front-, Middle-, Back-Office) , Risk management or IT area
• Experience in data processing, with outside vendors (e.g such as Bloomberg, IHSMarkit and Refinitiv)
• Proficient EXCEL user
• Excellent knowledge of English and/or French (*), with a good command of the other.

Ideally you also have:

• An additional certification in an IT, business or finance related field
• Hands-on knowledge and experience of the technology landscape supporting market data management
• Good knowledge of financial instruments and markets
• Good knowledge of data management systems and associated data transfer mechanisms
• Basic knowledge of SQL and of VBA or another programming language
