The
European Investment Fund (EIF) is seeking to recruit for its
General Secretariat Department - Research & Market Analysis (RMA) Division at its headquarters
in Luxembourg, a
(Senior) Data Science Officer for Research.
This is a full-time position at grade 4/5 for which the EIF offers a permanent contract.
This is a generic campaign in the view of both current and possible future vacancies.
Panel interviews via video-conference are anticipated for January/February 2023.

Purpose:
_**RMA is primarily responsible for analysing market trends and needs, as well as the economic impact of EIF's activities.
RMA covers the whole range of EIF's current and future activities, prepares research papers, acts as internal advisor and as external research-related interface.
As a result, RMA uses, manages and produces a number of datasets (mostly structured), which may contain data from other internal reporting processes, data collected through EIF's surveys of (actual and potential) financial intermediaries (and other surveyed contacts), or data acquired from external governmental and/or commercial sources.

You will report to the Head of Division who in turn reports to the Secretary General.
You will work in close cooperation with all RMA colleagues, many other EIF services, and with a wide range of external stakeholders in the field of Small and Medium-sized Enterprise (SME) & innovation financing.
_ Responsibilities:
_
- At a level commensurate with your experience you will:_
- Develop reproducible data pipelines serving the data, analysis and basic statistical needs of the Division, combining a large number of structured and semistructured data sources;
- Contribute to designing the structure of standard data as well as the efficient data dissemination strategy in relation to the Division's various data outputs;
- Contribute to automatise processes and ensure horizontal coordination of datarelated processes in relation to the Division's policy and research work;
- Contribute to the developing of statistical/econometric tools, models and the necessary infrastructure to support the Division's policy and research work;
- Compile, buildup, analyse, and maintain appropriate market intelligence relevant to EIF's activities;
- Conduct targeted adhoc quantitative analysis on topics of relevance to the Division and the EIF (e.g., SME financing, innovation, policy, regulation, sector analysis);
- Interpret and disseminate research findings through technical reports, and contribute to EIF working papers, policy papers, presentations, other publications and notes on matters affecting EIF's activities;
- Support RMA and if needed other EIF services on decisions involving data architecture and IT solutions for the Division. Act as internal advisor and information provider;
- Contribute to the strategic development and digital transformation of RMA and the EIF;
- Cooperate with a wide range of stakeholders in the field of SME/innovation finance;
- Manage independently (but in close coordination with the Head of Division and senior officers of the team) data pipelines and research projects, including onboarding, cooperation, coordination and supervision of external researchers and consultants.
_ Qualifications:

- Minimum requirements:_
- University degree in Data Science, Finance, Statistics, Economics, Mathematics, Physics, or other closely relevant field, preferably at postgraduate level (e.g., MSc, MBA, PhD);
- At least 3 years of postgraduation (after having obtained your initial university diploma) relevant professional experience at the same level of responsibility either in the banking/financial/ICT sector or in academia (preferably working on a topic relevant to the advertised position). Experience gained during PhD can be considered relevant;
- Prior experience in the area of quantitative analysis related to financial markets or applicable to economic and financial data; experience with large scale datasets would be considered an advantage;
- Proven knowhow of the statistical software in use in the Division (e.g., Stata and/or R, Python). Knowledge of other statistical packages and other programming languages would be considered an advantage;
- Proven knowhow of relational databases, including work with MySQL, SQL Server, or other common Relational Database Management System (RDBMS);
- Excellent written and spoken English; knowledge of other EU language(s) would be an advantage.
- Any or multiple of the following qualifications would be considered a strong asset:_
- Handson experience with Business Intelligence tools (e.g., Tableau, PowerBI);
- Handson experience in the design and deployment of cloudbased solutions (e.g., Amazon Web Services (AWS));
- Good understanding of EIF's mission, activities, operational processes as well as of markets relevant to EIF's business would be an advantage.
