The
EIB, the European Union's bank is seeking to recruit for its Operations Directorate (OPS), Mandate Management Department (MM), Mandate Development Division (1-MD), Operational Mandate Development Unit (OMD)* at its headquarters in Luxembourg, a
(Senior) Mandate Officer.**
This is a full-time position at grade 5/6 for which the EIB offers a permanent contract.

Panel interviews are anticipated for March/April 2023

Purpose:

To perform horizontal analyses and monitoring on the portfolio of EU mandates in order to a) feed and align with the Bank's operational planning, b) maintain an efficient process and control framework around mandates and c) estimate the cost and Bank-wide resources needed for their delivery.

In addition, organise communications/presentations around mandates and provide support to the Director or upper management on an ad hoc basis.


Operating Network:


As (Senior) Mandate Officer, you will report to the Head of Unit and work in close cooperation with the other members of the Department.

You will regularly cooperate with other colleagues in the OPS Departments originating the projects under the mandate and in other Services of the EIB Group working on mandate-related activities.

Externally, you will also be involved in mandate management related discussions with the European Commission, Member States, the World Bank or other IFIs and institutional investors.


Accountabilities:

Mandate portfolio analysis

  • Perform transversal portfolio analysis. Evaluate possibilities for development or extension and the fit with the EIB's mission. Conduct analysis to evaluate the strategic opportunities in the mandate space.
  • Develop and communicate a vision about mandates, provide input in the strategy and the policy development process for the delivery of mandates by EIB.
  • Develop and contribute to proposals on policy matters, in particular regarding mandates. Provide input to the Director and upper management (Management Committee, Board, etc.).
  • Contribute to development of the operational plan and business planning for own domain.
  • Represent Mandate Management in interdirectorate working groups dealing with operational and policy matters that affect the inside EU mandate portfolio of the Bank.
  • Lead or support regular exercises, like the annual update to the Management Committee on the Dynamic Mandate Assessment framework, the organisation of the Mandate Management Steering Committee and others.
  • Represent BPMM and/or coordinate BPMM input to internal and external audits and evaluations
  • Act as an entry point of EIB Global proposals and MC Notes. Screen proposals and coordinate input of BPMM and OPS when relevant
  • Manage coownership of the Mandate Guide and coordinate continuous improvement of the procedures, in a way that promotes efficiency
Communications

  • Promote mandates internally and externally to increase awareness among the relevant partners.
  • Design, elaborate and take responsibility for the implementation of internal awareness raising and visibility campaign with respect to mandates.
  • Maintain relationships with external capital providers and mandate representatives and other partners to promote the objectives of the mandate and the interests of EIB.
  • Lead or support in the organisation of internal presentations, drafting of communications, updating or producing content for internal tools (Knowledge Sharing Platform (KSP), Mandate Management System (MMS), Intranet).
Resources

  • Coordinate resources/staffing exercises among ORM, OSBD, OSD and Personnel in the context of the Annual Resource Plan, or adhoc.
  • Lead and coordinate the annual update of the MC on Mandates Lifetime Cost Coverage.
  • Provide input to ORM and OSD in order to develop further and improve a holistic staffing model.
Ad-hoc

  • Lead or support adhoc initiatives or tasks upon request by the BPMM Director.

Qualifications:

  • At least 5 years of relevant professional experience, preferably in a financial institution or international organisation.
  • Familiarity with the institutional and regulatory/ policy framework of relevant Mandates would be an advantage.
  • Experience in lending operations, ideally in a mandate management/ coordination function, or credit function would be considered an asset.
  • Experience in financial analysis, modelling, valuation or credit risk analysis would be considered and asset.
  • Experience in the negotiation of finance or fund contracts.
  • Advanced skills in the use of MS Excel, including graphical functionalities, and sound usage of MS PowerPoint.
  • Excellent knowledge of English, in oral and in writing and a good knowledge of French*.
