The
EIB, the European Union's bank, is seeking to recruit for its Operations Directorate (OPS), Business Planning and Mandate Management Department (BPMM), Mandate Services Division (4-MS), Mandate Remuneration and Portfolio Monitoring Unit (MRPM) at its headquarters in Luxembourg, a
(Senior) Mandate Officer.



This is a full-time temporary position at grade 5/6.

The term of this contract will be until 30th November 2024;_ _
_as this is a temporary replacement assignment, no extension or conversion of the contract is foreseen._

Purpose:


In this post, you will be entrusted with reinforcing the capabilities of the team responsible for the remuneration (cash management, revenue sharing) and portfolio monitoring (reporting and guarantees' calls, including the related negotiations of amendments to the Delegation Agreement(s) and other critical documents) during the planned absence of one of its (Senior) Officers.

You will also contribute to the design, implementation and update of processes, systems and IT developments, as well as to the cost coverage aspects related to Mandates inside the EU.


Specific Post Environment:


By joining the Business Planning and Mandate Management Department, you will have the opportunity to facilitating consistency in the mandate development, life-cycle management processes for both new and existing mandates, as well as providing added value to the operational Departments, Senior Management and other Directorates impacted by the expected growth within mandate activities (notably via enhanced support in the approval process).

In order to do so, you will also contribute to the proposal and development of appropriate tools, methodologies, policies and procedures covering the mandate lifecycle, aiming to promote a collaborative and constructive approach and to foster synergies across mandates.


The MRPM Unit within the Mandate Services (MS) Division, where this post lies, provides support as well as multiple services for the benefit of the Mandators, the Mandate Management (MM) Division and other stakeholders.


Moreover, the MM Division is responsible for the implementation of some of the most significant mandates currently being undertaken by the EIB.

Being the European Commission the most relevant mandator, the main mandate within MM is currently InvestEU.

However, the division is also responsible for the Alternative Fuel Infrastructure lending Facility, the Public Sector Loan Facility under the Just Transition Plan, as well as for the implementation and monitoring the previous EU budgetary cycle mandates (the European Fund for Strategic Investments (EFSI), the Connecting Europe Facility (CEF) Debt instrument and Transport Blending Facility, and the InnovFin under Horizon The Division is also responsible for the Pan-European Guarantee Fund (EGF) with the backing of the EU Member States, as well as for other smaller policy mandates such as the Private Finance for Energy Efficiency (PF4EE) and the Natural Capital Finance Facility (NCFF).

Mandate Officer, you will report to the Head of Unit responsible for the MRPM-tasks to which you will be assigned.

You will work in close co-operation with the other members of the Unit, the MS and MM Divisions as well as with the Department; in particular you will work closely with colleagues providing expertise in Mandates policy and operations, colleagues providing specific Mandates expertise, colleagues contributing to audits and evaluations, and colleagues dealing with monitoring and reporting.

You will also regularly collaborate with other Services of the EIB Group working on mandate-related activities, in particular with the following Directorates:

Portfolio Management and Monitoring, Group Risk & Compliance - Risk Management, the OPS/PMM Joint Middle Office, Financial Control, Finance Directorate and Legal.

You will also have the opportunity to be involved in mandate management related discussions with the European Commission and the Mandates' governing bodies, including at high level.


The allocation of tasks, responsibilities and, if necessary, staff in each Unit is dependent on the operational needs of the Mandates and may change over time.

Once the tasks and responsibilities of the Unit are identified, you will be responsible for the daily business of the Unit and its continuous improvement.

Please note that the Mandate Services Division is planned for incorporation into the PMM/JMO Directorate in September 2023.
