The
EIB, the European Union's bank, is seeking to recruit for its Operations Directorate, Business Planning & Mandate Management Department, Mandate Development Division, EC Mandates Unit, at its headquarters in Luxembourg, a
(Senior) Mandate Officer / Contract Negotiation .



This is a full-time position at grade 5/6 for which the EIB offers a permanent contract.

Purpose:


As a (Senior) Mandate Officer / Contract Negotiation, you will join a team of experts, where you will contribute to the origination and design of both future and existing mandates, aiming to align the identification of business needs and opportunities related to EU mandates.


The Business Planning and Mandate Management Department ensures that 3rd party funds, which are contributed to the EIB via a "mandate", are managed effectively and allocated to projects contributing to the objectives of the donors or "mandators".

The Mandate Development Division is responsible for the origination and structuring of mandates, as well as an overall oversight of the mandate portfolio managed by the EIB.


Operating Network:


In this position, you will report to the Head of Unit and work in close cooperation with the other members of the Mandate Development Division.

You will also regularly cooperate with colleagues in the Mandate Management Department as well as in other services of the EIB Group, working on mandate-related activities.

Externally, you will liaise with mandators such as the European Commission, as well as with other stakeholders such as NPBIs.


Accountabilities:

In this post, you will:

  • Negotiate guarantee, funding or other agreements with the European Commission or other mandators.
  • Participate in discussions with regulators regarding proposed changes to EU budgetary and other regulations (e.g. Financial Regulation, InvestEU Regulation), as well as assess the impact of new regulations on the EIB's mandates.
  • Provide earlystage structuring advice on the design of new mandates, as well as to develop deal structures, term sheets and concepts for contractual agreements with the mandators.
  • Represent EIB and help organise promotional events and fundraising for new mandates (including for topups of InvestEU thematic financial products).
  • Raise awareness on the new mandates under development by delivering presentations and workshops (including "loan officer workshops"), preparing briefings and other documentation.
  • Advise on horizontal issues affecting multiple mandates (e.g. duty of care, business impact, tax avoidance, conflict of interest, etc.) and liaise with the relevant services in the EIB Group.
  • Design or adjust the processes and procedures to govern the delivery of a mandate.
  • Maintain constructive relationships with internal and external stakeholders, including the European Commission and NPBIs.
  • Provide coaching and support to less experienced colleagues, so to increase their knowledge in the field of mandate development, as well as to increase the efficiency and quality of the work carried out by the Unit.

Qualifications:

  • At least 5 years of relevant professional experience in an international law firm or an international financial organisation, preferably in a role of structuring and negotiating transactions in the field of structured finance (e.g. CDO), project finance, high yield or subinvestment grade debt, mezzanine financing, venture debt or venture capital.
  • Significant experience in the negotiation of finance or fund contracts in English.
  • Experience in the framework of the EU budget and EU policies and familiarity with EIB Group or lending operations would be an advantage
  • Excellent knowledge of English and/or French (*), with a good command of the other. Knowledge of other EU languages would be an advantage.

As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of _level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
