The EIB, the European Union's bank is seeking to recruit for its Projects directorate (PJ), Innovation and Competitiveness Department (INCO), Life Sciences and Health Division (LSH) at its headquarters in Luxembourg, a (Senior) Health Sector Specialist/Economist.

This is a full-time position at grade 5/6 for which the EIB offers a permanent contract.

**Purpose**:
The **Project Directorate’s**(PJ) mission is to provide independent advice to the EIB’s decision makers on the sector policy to be followed and on the quality of investment projects to be financed, advising promoters on the design, preparation and implementation of their projects as well as monitoring the implementation of the investment projects. To accomplish its role, PJ is mainly staffed with sector experts (Engineers, Economists, Environmental, Climate and Social experts, Procurement experts), who work together in multi-disciplinary project teams, and in close contact with the other EIB operational services.

The **(Senior) Health Specialist/ Economist**assesses, within multi-disciplinary teams, the technical and economic viability and environmental, climate and social sustainability of investment projects related to the **Health**sector, in all countries where the Bank operates. These activities are performed in the context of the EIB’s due diligence process, which involves, among other activities, the _review of the technical documentation_ received from the promoter, the _preparation of an appraisal report_ summarizing the findings as well as other relevant documents for the internal processing of the operation. Upon approval of these projects, s/he also has an active role in the _monitoring_ of the project until its completion. S/he would also contribute to _sectoral studies, policies review and other transversal activities_ in her/his field of expertise, for example in relation to relevant sector related aspects.

The **(Senior) Health Specialist/ Economist**also contributes to or coordinates _Technical Assistance assignments_ in his/ her area of expertise for projects approved, to be approved or within the division/ department.

You will be required to travel to project locations within and outside of the EU (normally short trips of 2-4 days, depending on the project location).

**Operating Network**:

- As a (Senior) Health Specialist or Economist, you’ll be at the heart of a dynamic team driving forward strategic health initiatives. Reporting to the Head of the Life Sciences and Health Division, you’ll collaborate closely with experienced professionals across the Innovation and Competitiveness (INCO) Department and the wider Projects Directorate. You will partner with external stakeholders, including private sector leaders, public authorities, and EU institutions—your role will be pivotal in aligning investments with broader European health and innovation goals.
