(Senior) Business Analyst and Project Manager

The **EIB**, the European Union's bank is seeking to recruit for its **Personnel Directorate (CS-PERS), HR Operations Department (HROPS), Information and Systems Division (IAS), Systems and Projects Unit (SYS)** at its headquarters in Luxembourg, an **(Senior) Business Analyst and Project Manager - HR Information Systems**. This is a full time position at grade 5/6.

**The term of this contract will be 4 years.**

**Purpose**:
As the (Senior) Business Analyst and Project Manager - HR Information Systems (internally referred to as (Senior) Officer), you will join a diverse and cohesive team of business analysts and system experts responsible for EIB Group’s HR Information Systems.

You will actively contribute to shaping the future of digital experience for the EIB Group as part of the Group’s Digital Transformation Program.

A key focus of this role will be to drive the business analysis, define the functional design, advise on the business impact of the HR technology and coordinate cross-functional teams as part of HR digital transformation initiatives. You will work in alignment with EIB Group’s HR & IT policies and market best practices, in order to maximize the achievement of business objectives and the consistency of the HR technology tools across the EIB Group.

**Operating Network**:
You will report to the Head of Unit and work in collaboration with EIB & EIF HR, IT, other business lines within the Group and external software providers.

**Accountabilities**:

- Manage complex and/or large size HR Technology projects either as project manager or business manager (i.e. PM2 roles) in order to ensure delivery according to the agreed standards (quality, time and cost) and the maximisation of the business benefits.
- Perform business analysis in the context of complex and/or large size HR digital transformation projects.
- Coordinate activities related to the selection of new HR Technology or HR Technology related services (SaaS).
- Define the change management plan for HR Technology projects and prepare change management materials and/or deliver presentations, including for large audiences and/or across all functions / hierarchical levels of the EIB Group.
- Keep up to date with the latest development in the respective areas and share knowledge with the team.
- Provide guidance to junior team members and supervise external workforce

**Qualifications**:

- University degree, preferably in Human Resources / Information Technology, or other related fields
- At least 5 years relevant professional experience for either of the following activities performed in relation to HR Technology:

- Business analysis
- Software implementation & support
- Project management
- Experience of successful delivery of HR digital transformation projects (preferably including due diligence process) in the role of business analyst, project manager, or change manager.
- Excellent knowledge of the functional capabilities of HR technology tools (like Oracle HCM Cloud suite, SAP SuccessFactors, PeopleSoft HCM, Workday or a comparable solution)
- Demonstrated experience of project. management principles, methods and practices; preferably Prince2, PM2, or PMP certified.
- Excellent knowledge of written and spoken English and French(*). Knowledge of other EU languages is considered as an advantage.
