Head of Asset Liability Management

**This position is based at our Luxembourg headquarters and requires regular office presence. **The EIB offers you the opportunity to live and work in a truly international and multi-cultural environment. We also offer relocation support.** **The **EIB**, the European Union's bank, is seeking to recruit for its Finance Directorate (FI),** **Treasury Department (TRES), at its headquarters in Luxembourg, a **Head of Asset Liability Management (ALM) **.**

This is a full-time position at grade 7 for which the EIB offers a permanent contract.

**Purpose**:
You will manage and lead the team delivering on the Bank’s return on own funds within the approved risk framework and optimise the liquidity, funding and lending functions of the Bank by
- Actively managing the Bank’s overall interest rate and currency risk profile in accordance with the approved ALM strategy;
- Identifying, analysing and hedging market risks resulting from new operations or residual exposures;
- And optimising the liquidity distribution by currency when managing the basis risk.

**Operating Network**:

- **External contacts**:You will represent the EIB externally on Operational ALM issues and maintain and develop relationships with other EU institutions, supranational organisations, financial counterparts and professional associations in order to build co-operation between different EU and/or international organisations, stay abreast of best practice.
- **Internal contacts**:You will be in frequent contacts with the other divisions of the Treasury, in particular Liquidity Management and FEAS. You will represent Operational ALM with other domains in the Finance, Risk Management and Financial Control Directorates/Departments in order to ensure appropriate internal co-operation and control is maintained. As well, you will co-operate with Internal and External Audit to enable them to achieve their accountabilities.

**Accountabilities**:
**Strategy / policy development**
- Elaborate strategy and the policies to implement and optimise the objectives of the Bank’s overall asset and liability risk appetite while supporting the development of new lending instruments and balance sheet optimisation approaches.

**Strategy and policy implementation**
- Establish (in cooperation with Department Head) and manage resources and means to implement strategy and policies defined at Bank/Directorate/Department level in the most effective and efficient way.

**People management in division**:

- Ensure that staff members within the division have the right competencies, objectives, and motivation in order to realise the formulated strategy and policies and provide leadership and guidance on complex issues to Division staff members, ensuring that issues are addressed, and decisions are taken in a timely manner;
- Drive a culture for continuous learning and knowledge sharing;
- Recruit, develop, motivate, and retain highly qualified staff in a complex and fast paced environment while maintaining a focus on diversity and excellence.

**Execution of the key area processes**:
**Specialist advice**
- Provide specific advice and recommendations on all issues related to market risk in order to align EIB with best practice in own specific domain within Operational ALM.

**External and internal relations**
- External: Maintain and develop contacts with IFIs, investment banks and /or counterparts in order to build co-operation and stay abreast of best practice. Contacts with the European Commission as the case may be.
- Internal: Build active relationships with IT, Finance, Legal, Risk Management, Financial Control and other directorates.

**Special initiatives / working groups**
- Manage or deliver in initiatives that can go beyond the strict boundaries of the own specific domain

**Qualifications**:

- University degree (minimum an equivalent to a Bachelor) preferably in a quantitative domain, e.g. finance with focus on derivatives and quantitative methods, Mathematics, Physics, Engineering or related;
- 10 years professional experience in the financial sector, preferably in a front-office or risk-management function with exposure to fields such as derivatives, financial engineering, quantitative finance, r
