(Associate) Provisioning and Valuation Officer

The **EIB**, the European Union's bank, is seeking to recruit for its Portfolio Management and Monitoring Directorate (PMM), Transaction Management Department (TM), Equity and Venture Debt Division (EVD), Provisioning and Valuations Unit (PROVAL), at its headquarters in Luxembourg, an **(Associate) Provisioning and Valuation Officer*.**

**This is a full-time position at grade 4/5 for which the EIB offers a permanent contract.**

**Purpose**:
As (Associate) Provisioning and Valuation Officer, you will primarily be responsible for preparation and timely delivery of (i) adequate provisions in respect of the Bank’s loan-graded portfolio and (ii) fair-value valuations of equity type investments portfolios. You will also contribute to management of data, maintenance of its quality and support the Team in periodic performance reviews and performance reporting. You will also assist the Division team members, as far as data, valuations and provisions are concerned in the operations lifecycle management (relationship, monitoring, coverage, events resolution). Externally on occasion, you will maintain contact with counterparts, other transaction stakeholders, and co-investors.

**Specific Post Environment**:
PMM monitors counterparts and financial contracts and acts on contractual events under its responsibility, as well as on distressed transactions, to protect the EIB’s financial interest and reputation. The Directorate is responsible for the financial monitoring, event resolution, divestment and restructuring of EU and non-EU counterparts within its loan-graded and equity type portfolios.

The PROVAL Unit operates in line with the Bank’s audited valuation tools and the Bank’s valuation and provisioning procedures and policies. The PROVAL Unit is primarily responsible for timely delivery of (i) fair value valuations aligned with International Financial Reporting Standards for venture debt, direct and indirect (fund) equity positions and (ii) determination of adequate provisions of the EIB’s corporate, project finance and other debt and debt-type operations the purpose of recording and disclosure in EIB’s own or mandators’ financial statements.

**Operating Network**:
The (Associate) Provisioning and Valuation Officer will report to the Head of Unit and/or Division and will cooperate regularly with the portfolio management and restructuring officers within the Transaction Management department as well as with the counterparts in PMM/CM, OPS, GLO, FI, FC and GR&C-RM teams. Externally, you will maintain contact with auditors, consultants and other provisioning, valuation and reporting stakeholders as applicable.

**Accountabilities**:

- Assist more senior colleagues in ensuring consistency in impairment testing, specific provisions and valuations prepared by the Bank performing review of the underlying documentation, technically assisting, testing, inputting and challenging underlying models’ assumptions;
- Coordinate the Team’s contacts / work with external consultants;
- Analyze financial statements and prospective financial information and develop and /or update financial models used by the Team for the purpose of provisioning or valuation exercise;
- Providing assistance to (internal and external) audit process;
- Interfacing with (i) customers / intermediaries and (ii) with other Services of the Bank in a timely and efficient manner to ensure receipt of information needed for the provisioning or valuation exercise;
- Ensure timely collection of information and data such as, but not limited to, financial statements, market data, valuation research, earnings reports, contracts, operational reports and any other data or information required to prepare / update companies’ or funds valuations and specific provisions;
- Execute data quality controls and ensure a robust control environment is maintained and that all operational and compliance risks are actively managed and mitigated;
- Pro-actively formulate proposals to systems and models enhancement and automation, and contribute to development and update of best market standard valuation and provisioning procedures, approaches, and techniques used by the Bank on its portfolios;
- Contribute or perform portfolio analysis, management information and approval of provisions and related performance and risk reporting.

**Qualifications**:

- University degree, preferably in Finance, Accounting, Banking, Economics or Business Administration
- Minimum of 3 years relevant work experience in credit review, provisions, debt or equity valuation or related services, either within an accounting/consulting firm, a financial institution or a financial services group
- Analytical skills, including cash flow and additional credit risk analysis skills would be a plus
