Who We Are
The International Committee of the Red Cross (ICRC) is a neutral, independent and impartial organisation whose exclusively humanitarian mission is to protect the lives and dignity of victims of war and internal violence and to provide them with assistance. The ICRC directs and coordinates the international relief activities conducted by the Red Cross and Crescent Movement in situations of armed conflict. It also endeavours to prevent suffering by promoting and strengthening international humanitarian law (IHL) and universal humanitarian principles.
The ICRC Delegation for Cyberspace in Luxembourg is a pilot ICRC delegation, whose main aim is to explore the role of our organisation in the Cyberspace.
ICRC has a responsibility to use the opportunities offered by digital transformation responsibly and ethically, to better protect people affected by conflict and other situations of violence, and in a manner compatible with our humanitarian mandate. The central objective is to ensure that digital technologies do not expose people to further risks and that humanitarian digital responses effectively create positive and protective outcomes for affected populations. It also means ensuring that the growing resort to digital means for humanitarian action does not jeopardize our ability to operate in line with the fundamental principles of neutrality, impartiality and independence.

Purpose
Two important workstreams to explore in light of the objective above are the use of free and open-source software (FOSS) tools and open and inclusive white hat hacking from partners across the globe. Both of these require the capacity to leverage partnerships with the government, private sector, civil society, academia, and think-tanks and mobilize communities.
The purpose of this role is to advance ICRC priorities vis-a-vis cyberspace and the challenges brought by an increased digital footprint of the humanitarian sector.
The ICRC invests in understanding and influencing how digital transformation affects crises, means and methods of warfare, dynamics of conflict and violence, and humanitarian action more generally. The global objective for the ICRC is to map, support, sustain, and protect a neutral, impartial digital humanitarian space and its own cyber-perimeter. The ICRC seeks to influence relevant actors on the development and deployment, or the regulation, of new technologies to enhance opportunities and/or to mitigate risks to which conflict-affected populations may be exposed.
FOSS is an important avenue for the Delegation for Cyberspace to explore. The notion that the tools used by a humanitarian organization can be analyzed and vetted by third parties and are accessible for all to audit is, in principle, a notion that is closely linked to the principle of Neutrality, Impartiality, and Independence, and one that can help in the effort of establishing trust in a digital environment.
The idea of incentivizing scrutiny of the tools developed with this spirit from communities originating from all sides and from a global geopolitical constituency is also an important avenue to explore with this objective in mind.
This will be driven by identifying key partners within the International Movement of the Red Cross and the Red Crescent (the Movement), as well as communities of expert free and open-source software developers and white hat hackers.
Accountabilities & Functional responsibilities
Under the direction of the Head of Delegation, and with Functional Reporting to the Head of Technology, the Cybersecurity Community Coordinators will support the Delegation for Cyberspace in FOSS OR White Hat hacking:
Free and Open Source Software
Identifying relevant communities of FOSS engineers and possible partners within and outside of the Movement in the area of FOSS;
Mobilizing and coordinate these partners and cooperations with a view to contributing to the development of Neutral, Impartial and Independent software tools to be tested in the ICRC Delegation for Cyberspace, for the benefit of the ICRC, the Movement, and the wider humanitarian community;
Mobilizing the cybersecurity stakeholders’ network (internal and external) and in expanding knowledge and understanding of cybersecurity for humanitarian organizations and communities affected by armed conflicts and other situations of violence both internally and externally;
