The **EIB**, the European Union's bank, is seeking to recruit for its **Secretariat General (**SG)**, Governing Bodies Department **(GB)**, Shareholding Relationships Division **(SR)**, Strategic Shareholding Unit **(SSU)** at its headquarters in Luxembourg, a **(**Associate)** Policy and Liaison Officer**.**

**This is a full time position at grade 4/5 for which the EIB offers a permanent contract.**

**Purpose**:
The Shareholding Relationships Division is responsible for the smooth running of the decision‑making process of two of the EIB’s governing bodies - the Board of Governors and Board of Directors - and the governing bodies relating to mandates that the Bank receives from the European Union or Member States. In addition, it covers the relationship with EIF and EBRD from a shareholders perspective.

As (Associate) Policy and Liaison Officer, you will support and cooperate with the Head of Unit and the senior Policy Officers of the Unit in preparing the Governing Bodies Meetings of the EIF and the EBRD. You will also have to assist and liaise with the EBRD and EIF Directors and the offices of the members of the Management Committee and all relevant counterparts within the EIB in preparing opinions, decisions, formulating recommendations, and coordinating inputs on EBRD and EIF-related matters in order to ensure that EIB is fulfilling properly its role as shareholder of the EIF and/or EBRD.

This role will provide you with a unique exposure to the key EIB strategic relationships, strategy and political framework within which we operate complemented with a high level of visibility across the senior management within the EIB Group (such as the Management Committee, President’s Office and Director Generals). This is a great building block for a career within the EIB Group.

To be successful in this role, you will ideally have exposure to governing bodies with a proven ability of delivering to tight deadlines, operating in a process driven environment, high analytical skills working with large sets of data and an understanding of the institutional political framework. You must be a team player with integrity and strong commitment to common goals, with a flexible and adaptable approach to unforeseen demands.

**Operating Network**:
You will report to the Head of Unit and work in close cooperation with the EBRD and EIF directors, the EIF services, EBRD Services, Vice-Presidents offices, EIB colleagues involved in EBRD and EIF matters, and with other officers and assistants within the unit.

**Accountabilities**:

- Support the Unit in exercising the role that EIB has to fulfil as a responsible shareholder of its subisdiaries, including but not limited to the preparation of Governing Bodies meetings.
- Coordinate the preparation of various documents such as briefing material, recommendations, memoranda, presentations and notes in order to share relevant information and ensure proper decisions of EIB’s representatives in the governing bodies of its subsidiaries.
- Analyze data and information related to EIB’s shareholdings in EIF and EBRD, the EIB’s operational cooperation with these institutions in order to keep the executive management informed about our activities.
- Prepare and support the appointment procedures for the EBRD Governor and Alternate Governor, EBRD and EIF Directors and Alternate Directors nominated by the EIB
- Share relevant information, knowledge and experiences within the Secretariat General, the Management Committee and the departments involved in activities with EBRD and EIF.
- Compare lending policies of EIB and EBRD/EIF and coordinate the exchange of information on these policies with EIB Services

**Qualifications**:

- University degree in law, business administration, economics, finance, political science or related fields
- Minimum 3 years of relevant professional experience, preferably in a role of strategy, policy, governance, legal, control functions (ideally with exposure to Board of Directors / Board of Governors) or institutional affairs management with an international organisation
- Excellent analytical and research skills and conceptual thinking; good and concise writing skills; strong and proven ability in drafting reports in English;
- Demonstrable ability to be highly organized with an attention to detail in the management of large quantities of information
- Experience of working in different European and/or international environments
- Knowledge of EU institutional set up and structure would be advantageous
- Knowledge of relevant IT management tools is preferred
- Excellent knowledge of English and/or French (*), with a good command of the other. (Knowledge of other EU languages would be an advantage).
