The **EIB**, the European Union's bank, is seeking to recruit for its Projects Directorate (PJ) - Innovation & Competitiveness Department (INCO) - Education & Public Research Division (EPR) at its headquarters in Luxembourg, a **(Associate) Education Economist*.**
**This is a full time temporary position at grade 4/5.**
**The term of this contract will be until 31/08/2027, **_as this is a temporary replacement assignment, no extension or conversion of the contract is foreseen._**

**Purpose**:
The (Associate) Education Economist conducts, within multi-disciplinary teams, the viability of investment projects and programmes in particular related to the Education sector as well as investments in Public Research. S/he would assess the financial, economic, technical, social and environmental viability of investment projects and programmes in all countries where the Bank operates, in accordance with the Bank's and Projects Directorate’s procedures. S/he would also carry out in-depth sectoral and economic research and/or policy papers in support of the Bank's sector and lending policies.
**Operating Network**:
The (Associate) Education Economist will report to the Head of Division and work in close contact or under the supervision of the executive staff of the Innovation and Competitiveness Department, and broadly within Projects directorate. In addition, close work and cooperation with other parts of the Bank is envisaged, notably those participating in lending operations and advisory work. S/he will need to work with a high degree of autonomy and with strong collaborative attitude, also maintaining external contacts with private organisations, public authorities and EU institutions, as appropriate.
**Accountabilities**:
As part of a multi-disciplinary team, the (Associate) Education Economist will:
- Evaluate the strategic coherence, as well as assess the economic viability, social impact and sustainability of investment projects, including the assessment of investments in tangible and intangible assets related to Education and Public Research.
- Prepare sector, policy and methodology papers related to the sector of her/his responsibility in support of the Bank's lending policies and assist in identifying investments representing new financing opportunities in these sectors.
- Monitor project implementation, including final evaluation of project completion and further project follow-up when required.
- Maintain external contacts, including the corresponding units in the European Commission, other international bodies, specialised institutes and IFIs as well as active representation at selected sector events.
- If need arises, support of other sectors within the department may be required, which involves an open mind-set and high degree of flexibility.
- Willingness to travel also to countries outside the EU.
**Qualifications**:
- University degree (minimum an equivalent to a Masters) ideally in Economics, Education, Social Studies, or in another related field.
- A minimum of 3 years relevant professional experience, i.e. in academia, educational or training institutions, IFIs, independent research institutions, or consultancy firms.
- Demonstrable knowledge and experience about aspects related to research, innovation and/or social inclusiveness would be an advantage.
- Knowledge of economic and financial project appraisal and modelling would be an advantage.
- Knowledge of EU policies on Education, Training, Research, and Innovation would be an advantage.
- Exposure and ability to operate in multicultural environments would be an advantage.
- Excellent knowledge of English and/or French (**), with a good command of the other. Knowledge of other EU languages would be an advantage.
