The **EIB**, the European Union's bank, is seeking to recruit for its **Human Resources Directorate (HR) - HR Policies Department (HRPLC) - Workforce & Resources Planning Unit (WRP)** at its headquarters in Luxembourg, a **(Associate) Planning & Budgeting Officer*.**
**This is a full time position at grade 4/5 for which the EIB offers a permanent contract.**

**Purpose**:
As a (Associate) Planning & Budgeting Officer, you will contribute to the process of planning, allocating and reporting on the EIB staff cost budget according to the HR budget policies and the Operational Plan.
**Operating Network**:
You will work within a team of 4 people and report to the Head of Unit Workforce & Resources Planning but also liaises very closely with the colleagues from the unit and elsewhere in the HR Directorate, as well as with planning and budgeting teams and HR interfaces from other Directorates of the Bank.
**Accountabilities**:
- Ensure that activities in planning and performance, budgeting, cost accounting and associated analysis and reporting activities are undertaken in line with agreed timetables, procedures, and guidelines
- Autonomously prepare staff budget reports for Management, ensure reconciliation and control of reports and continuous improvements of reporting data quality. Analyse results and present information for decision-making.
- Contribute to the preparation of notes and presentations for Management
- Contribute to the strategy and policy development process regarding the short, medium, and long term to ensure that the HR strategy and policies reflect practical needs and constraints of the organisation
- Perform regular controls and monitoring of tasks to ensure compliance with internal procedures.
- Contribute to the Bank’s Performance Evaluation process by developing various scenarios, drafting the budget proposal to the decision-making bodies, and allocating budget to Directorates as per budget approval
- Monitor, allocate and report on the EIB's staff cost budget. Perform forecast on both salaries and other staff costs budgets
- Monitor expenses versus staff costs budget, analyse and explain variances
- Contribute the Bank's Annual Resource Plan, including the quantification of the impact of new posts in the Bank’s staff costs as well as the operational allocation of said posts to Directorates.
- Contribute to the work performed within the unit with respect to workforce planning including development and execution of plans that optimise the Bank’s best use of resources.
- Check the quality and the correctness of information/data output in assigned domain
- Contribute to the further development of tools, processes, and procedures. Initiate improvements and participate in the optimization of working methods by notably contributing to IT projects and writing up existing or upgraded operational procedures. Contribute to drafting procedure manuals
- Ensure the maintenance of proper records/documentation and data quality (e.g., electronic records in GED and databases)
- Provide ad hoc support (e.g., research) related to the activities of the team
- When needed, ensure back-up of other members of the unit on different tasks to guarantee business continuity
**Qualifications**:
- Management Accounting qualification would be an advantage
- Minimum of 3 years of professional experience in planning, performance, budgeting, cost accounting reporting or control function preferably gained with an international organisation
- Good understanding of management tools such as Activity Based Costing would be an advantage
- Solid experience with modelling and data processing techniques
- Experience in Workforce Planning would be an advantage
- Knowledge of the Bank’s organisation and activities
- Excellent presentation skills and English writing skills
- Excellent knowledge of MS Excel
- Excellent knowledge of English and/or French (*), with a good command of the other. (Knowledge of other EU languages would be an advantage).

As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of _level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
