The **EIB**, the European Union's bank, is seeking to recruit for its Personnel Directorate (PERS), HR Policies (HRPLC), Compensation and Benefits’ Policy Division (C&BP) at its headquarters in Luxembourg, a **(Associate) Human Resources Officer - Pension and Health Insurance*. **This is a full time position at grade 4/5.

**Purpose**:
As an (Associate) Human Resources Officer - Pension and Health Insurance, you will execute actuarial analysis and contribute to policies, procedures, valuations and advice in the area of EIB Staff pensions and financial benefits, complying with complex regulatory provisions, in order to support the core management of a pension and health insurance scheme that balances the staff’s benefits and the Bank's sustainability and obligations.
The area of pensions and health insurance requires analytical and quantitative skills and is particularly wide and complex. It is governed by multiple regulations and bodies, and covers different pension types, transfers of pension rights and different health insurance coverages.
This is an ideal role for those who enjoy the challenge of analytical work with high-level impact and visibility. You will have the opportunity to develop and provide solutions and technical advice in the area of pensions and healthcare within the EIB.
**Operating Network**:
You will report to the Head of Compensation & Benefits Policy Division and will cooperate closely with the Senior Officer Pensions & Health Insurance, as well as with the operational Pensions and Health Insurance teams (within HR Operations department) and a high level of interaction with other business lines across the Bank.
You will participate in meetings and interact with key internal and external stakeholders (e.g. service providers, other European institutions) in supporting the Bank’s pension and health insurance strategy and policy.
**Accountabilities**:
- Performing analysis in support of the core management, reviews and enhancement of the pension and health insurance schemes and policies
- Data and quantitative analysis, using various databases/sources, tools and methods.
- Reporting on the schemes to the governing bodies or other stakeholders in a timely manner.
- Support to the establishment of transfer rights with national pension authorities.
- Activities related to the annual valuations, audit & reporting and procurement, contributing to safeguarding the long-term sustainability of the scheme.
- Provide support for the actuarial and accounting valuations of the pensions/post-retirement medical plan liabilities and related demographic and financial assumptions, throughout the IAS 19 exercise and reviews of other provisions (e.g. actuarial tariffs).
- Focus on continuous improvements, analysing audit observations regarding process and/or substance and contribute to addressing them.
- Contribute to the procurement of actuarial services as required, in compliance with EIB’s procurement framework.
- Contribute to the communication of changes or new policies to the stakeholders or wider audience, creating understanding and buy-in.
- Participate in projects related to EIB Staff pensions and health insurance, in order to continuously improve the frameworks and service delivery.
**Qualifications**:
- University degree preferably in Actuarial Sciences, Mathematics, Statistics or IT/Computer sciences or a relevant field.
- Minimum 3 years of relevant professional experience in pension, health or life insurance dealing with actuarial analysis gained within a corporate, consultancy, or social security body
- Experience in an EU Institution, or international environment would be an advantage
- Experience in the domain of post-employment benefits accounting (IAS 19) is a strong advantage
- Demonstrable ability to propose improvements and efficiencies
- Good communication skills
- Proficiency in data(base) management is a strong advantage
- Excellent written and spoken English and an understanding of French (*).
