**Qui recrute ?**:
La Banque centrale du Luxembourg (BCL), membre de l’Eurosystème, recrute pour son **département** « **Office de coordination des achats de l’Eurosystème (EPCO) **»,** **un(e):
PROCUREMENT SPECIALIST (M/F)**.**

**Missions**:

- Élaborer et mettre à jour une stratégie commune d’achat conjoint, y compris la sélection des sujets, l'évaluation des opportunités d'un point de vue utilisateur et financier, ainsi que l’identification d’éléments communs pour l’approvisionnement, et ce dans un large éventail de domaines, en particulier les services de fournisseurs de données (« market data services »), les informations financières et les services financiers, ainsi que le domaine IT;
- Soutenir et conseiller les banques centrales dans la conception d'appels d'offres conjoints et contribuer à la rédaction de la documentation y associée;
- Coordonner les procédures d’achat conjoint avec les différentes parties prenantes, afin de garantir qu’elles soient exécutées de manière efficace et en temps voulu, conformément aux intérêts des banques centrales et dans le respect du cadre réglementaire applicable (directive 2014/24/EU et lois nationales pertinentes);
- Effectuer une veille des évolutions et tendances du marché en matière d’achats et de gestion des contrats, afin de faciliter l'échange et la mise en œuvre des meilleures pratiques dans le cadre des achats (conjoints) et contrats des banques centrales;
- Effectuer la gestion des contrats tout au long de leur cycle de vie (y compris le support aux banques centrales dans leur exécution, la préparation des instructions pour la mise en œuvre, le suivi des contrats, la réalisation d’évaluations financières et de statistiques, le suivi des indicateurs de performance, l’identification des axes d'amélioration, etc.);
- Gérer différents groupes d'experts internationaux, parties prenantes et clients dans divers domaines d'activités;
- Contribuer à la communication des activités et des procédures de l'EPCO, notamment via la préparation de rapports, notes, procédures, instructions et réunions, afin de garantir que toutes les parties concernées soient tenues informées.

**Profil**:

- Capacité à préparer et revoir la documentation relative aux achats et aux contrats, conformément aux règles applicables en la matière;
- Plusieurs années d'expérience dans le domaine des marchés publics (y compris la préparation d’appels d'offres, l'évaluation des offres, l'évaluation de la performance et l'établissement de rapports), ainsi que dans la gestion des contrats et des fournisseurs;
- Connaissance approfondie du domaine des marchés publics de l'UE, des normes et développements pertinents dans ce domaine;
- Expérience dans l’achat de services de fournisseurs de données (« market data services »), d’informations financières et de services financiers, ainsi que de biens et services IT;
- Maîtrise courante de l'anglais. Une bonne maîtrise du français serait considérée comme un avantage. La connaissance d'autres langues officielles de l'UE serait appréciée;
- Solides compétences d'analyse et de résolution de problèmes;
- Très bonnes compétences en matière de communication, tant à l’oral qu’à l’écrit;
- Très bonnes capacités de négociation;
- Capacité à organiser, hiérarchiser et gérer différentes tâches dans des délais courts, afin d’assurer le respect des échéances;
- Sens de la qualité et du service, approche proactive. Respect de la confidentialité et attitude éthique;
- Sens aigu de la diplomatie. Aptitude à établir, ainsi qu’à maintenir, d’excellentes relations de coopération;

Vous êtes titulaire d’un grade ou diplôme délivré par un établissement d’enseignement supérieur reconnu par l’Etat du siège de l’établissement et sanctionnant l’accomplissement avec succès d’un master dans un domaine approprié, y compris administration des affaires, économie, droit ou domaine associé ou de son équivalent.

Vous êtes ressortissant d’un État membre de l’Union européenne.
