**Missions**:

- La fonction de Data Manager est de structurer et valider les données de la Direction de la santé. Il contribue à la définition de procédures et de stratégies permettant à notre administration de collecter, stocker, exploiter et utiliser les données.
- Dans le cadre de l’activité à la réserve sanitaire:

- Responsable de la base de données SharePoint et de son bon fonctionnement, en assurant la qualité technique des données (repérage des doublons, contrôle de cohérences, etc.);
- Effectuer les imports et exports des fichiers de réservistes sous SharePoint (différents formats);
- Analyser les besoins d’amélioration de l’outils SharePoint et Access et faire des propositions d’amélioration (structuration, utilisation de l’outils, tableaux de suivi, etc.).
- Dans le cadre de l’activité liée à l’Emergency Preparedness and Response Officer:

- Construire des outils d'analyse pour collecter les données relatives à une crise;
- Localiser et rassembler l'ensemble de données structurées ou non structurées nécessaires à l'analyse;
- Organiser, étudier et synthétiser ces sources de données sous forme de résultats exploitables.
- Dans le cadre de l’activité Data manager du pôle support à innovation:

- Gestion informatique;
- Installation et mise-à-jour des outils de codification automatique;
- Interaction avec le service IT-Data pour la mise en place et à jour des systèmes de gestion des bases de données, la digitalisation de collecte de données et la visualisation des données.
- Gestion des données:

- Développement et mise à jour des dictionnaires de variables (codebooks);
- Codification des données collectées;
- Saisie des données codifies.
- Contrôle de la qualité des données:

- Sous la coordination du responsable de la collecte, conception, mise en place et contrôle de la qualité des données collectées;
- Lors des contrôles de qualité, interaction avec la source de la donnée pour identifier les corrections à porter;
- Proposition de standardisation et d’amélioration des flux de collecte;
- Formation à l’utilisation des outils de collecte de données.
- Veille de l’information:

- Veille technologique et contribution active à des groupes de travail nationaux et internationaux sur les méthodes et/ou les outils de codification;
- Veille réglementaire.
- Reporting:

- Contribution à l’élaboration de rapports thématiques nationaux en santé publique (en relation avec les données traitées par le data-manager).

**Profil**:
**Compétences techniques**
- Maîtrise approfondie dans la gestion de données;
- Maîtrise approfondie dans la saisie de données;
- Maîtrise dans la construction d’un code-book (description des données collectées);
- Maîtrise dans la mise en page de rapports;
- Maîtrise approfondie des outils bureautiques et informatiques courants (Microsoft Office).

**Compétences comportementales**
- Qualités relationnelles avec des interlocuteurs externes et internes et capacité d’adaptation au sein d’une équipe multidisciplinaire;
- Conscience de l’ensemble des contraintes des divers intervenants pour répondre au mieux aux attentes;
- Capable de travailler en autonomie à partir d’objectifs définis, proactivité, sens d’initiative;
- Respect de la confidentialité;
- Organisation, méthode et rigueur;
- Esprit critique.

**Atouts**
- Expérience dans les domaines de la gestion de registres de santé;
- Expérience au sein d'une administration publique;
- Compétence avancée en informatique notamment MS Office et les bases de données;
- Une expérience dans le secteur de la santé, idéalement au Luxembourg;
- Connaître les référentiels de Data Management (BPC DM, standard CDISC, etc.);
- Expérience dans l’utilisation de l’outil Qlik Sense;
- Connaissance de « l’écosystème » de la santé au Luxembourg.

**Diplômes**

Vous êtes titulaire d’un grade ou diplôme délivré par un établissement d’enseignement supérieur reconnu par l’Etat du siège de l’établissement et sanctionnant l’accomplissement avec succès d’un master dans le domaine.

**Expérience**

Vous avez une expérience d'au moins 3 ans dans le domaine.

**Langues**

Vous répondez aux exigences des connaissances de 3 langues administratives pour le groupe d'indemnité A2.

**Nationalité**

Vous êtes ressortissant d’un État membre de l’Union européenne.
