The **European Investment Fund (EIF)** is seeking to recruit for its **Operations & Information Management Department (OIM) -** Investment Compliance and Eligibility Division (ICE**)**, at its headquarters in **Luxembourg** a **Senior Investment Compliance and Eligibility Officer. **This is a full-time position (possibly requiring travelling on an exceptional basis) at grade 5/6 for which the EIF offers a permanent contract.

This is a generic campaign in the view of both current and possible future vacancies.

Panel interviews via video-conference are anticipated for May 2023.

Purpose:_**

EIF provides access to finance to SMEs through a wide range of selected financial intermediaries (e.g., private equity and venture capital funds). To this end, EIF designs, promotes and implements equity and debt financial instruments, which specifically target SMEs. EIF’s activity is funded through both its own share capital as well as funding resources entrusted by third parties to EIF as a manager or advisor (so called “Mandates”).

The OIM Department is responsible for the implementation of back and middle office activities for both EIF transactions with Intermediaries as well as Mandates. In this context, the ICE Division is, amongst others, responsible for monitoring the adherence of Fund Managers to their contractual obligations regarding the investment policy compliance of their underlying portfolios. The Division covers the debt and equity activities of EIF, with the aim to monitor the proper implementation of mandate requirements at the level of their final beneficiaries.

The current position is in the Eligibility Monitoring Equity Unit (ICE/EME) which is responsible for the above stated activities related to the monitoring of EIF’s equity products and the implementation and development of the relevant processes. The current position will assume responsibility especially for monitoring eligibility criteria related to Sustainability & Green Transformation, supporting the implementation of the EIB Group Climate Bank Roadmap. Additional accountabilities can evolve along the future development of tasks and responsibilities associated to the ICE Division.

**_ Operating Network:_**

You will report to and work under the supervision of the Head of the EME Unit, who in turn reports to the Head of Investment Compliance and Eligibility Division.

**_ Responsibilities: _**
- Monitor and assess the adherence of Fund Managers to their contractual obligations regarding the investment policy compliance of their infrastructure and climate Funds, green tech and private equity funds, esp. with regards to Sustainability & Green Transformation eligibility criteria;
- Participate in and contribute to Investee data quality reviews, in particular in light of the EIF new policy and thematic investment approach;
- Conduct checks using internal and external tools and databases;
- Contribute pro-actively to the improvement of existing monitoring processes and to the development of automated solutions or other tools, with the aim to enhance performance in the identification and follow-up of non-compliance cases;
- Take responsibility in the handling, and follow-up, of eligibility topics raised during internal and external audits (e.g., from local authorities or European Court of Auditors);
- Manage or contribute to Monitoring Visits, Desk Reviews and other monitoring activities performed by the Unit.

**_ Qualifications:_**
- At least five (5) years of post-graduation (after having obtained your initial university diploma) relevant professional experience at the same level of responsibility in investments, audit or risk management, preferably in the financial sector, private equity/venture capital or EU or institutions and agencies;
- Demonstrated understanding of private equity and/or SME financing;
- Any - or combination - of the following would be an advantage:

- Understanding of EIF’s mission, mandates and products and/or of the implementation of European budgetary resources through financial instruments;
- Strong interest in and understanding on topics related to the EU Strategy for financing the transition to a sustainable economy, and namely EU Taxonomy Regulation, the EU's Sustainable Finance Disclosure Regulation, and the Commission's proposal for a Corporate Sustainability Reporting Directive (CSRD);
- Familiarity with the main concepts in the EIB Group Climate Bank Roadmap;
- Good knowledge of standard Office tools, knowledge of Business Objects and eFront, and / or familiarity with external databases (e.g., Pitchbook or Orbis);
- Excellent knowledge of English, both written and spoken. Knowledge of other EU languages would be an advantage.
