The
EIB, the European Union's bank, is seeking to recruit for its Operations Directorate (OPS), Equity, Growth Capital & Project Finance Department (EGPF), Project Finance West Division (4-PF WEST), Iberia & Adriatic Sea Unit (IBMA) at its headquarters in Luxembourg, a
(Senior) Project Finance Loan Officer - Italian Market .
This is a full-time position at grade 5/6 for which the EIB offers a permanent contract.

Purpose:
In this position, you will enjoy the opportunity to contribute to the development and execution of the Division's business plan, aiming to meet the overall business objectives.
You will do so by managing the identification, credit and compliance analysis, structuring, internal appraisal, negotiation and initial stage monitoring of project finance lending transactions mainly in Italy, but also in Spain, Portugal, Croatia, Slovenia and Malta, according to EIB policies and procedures, so to contribute to EU Policy goals.
Operating Network:
In this post, you will report to the Head of Unit.
However, you will also have the opportunity to work closely not only with colleagues within the OPS Directorate, but also from other Directorates when appropriate, as well as with colleagues working within the region, from both Luxembourg and external offices.
Please note that it is expected that after some time based in Luxembourg headquarters (minimum 1 year), the post will be allocated on a temporary basis to the EIB Rome office for a period of max 6 years.
The transfer will be implemented in line with the rules for the assignments to the external offices at that time.
Accountabilities:
In this position, you will:
- Develop and maintain a network of primarily private promoters, borrowers, public counterparts/stakeholders and financial institutions, aiming to further the Division's product offering as well as its reach within the markets/sectors of activity.
- Screen proposals, performing the role of first line of defence so to identify suitable lending opportunities that best meet specific mandates, Climate Action and/or COP objectives; You will do this, by also taking into account capital availability as well as compliance, credit and project risk appetite of the Bank.
- Take on the early evaluation and structuring the quality of potential projects and their chance of success, so to contribute to OPS providing first line of defence position to the Bank's technical Project Directorate (PJ), Risk Management (RM) as well as Legal (JU), so to efficiently manage the appraisal process.
- Prepare and review credit reviews, including financial analyses and model reviews of corporate and/or SPCs counterparts receiving EIB funding.
- Structure the relevant financing operation, evaluate its feasibility, analyse compliance, credit, project as well as financial risks; you will also draft approval documents, reports and lending proposals working closely with the appraisal team.
- Take on a leading role and coordinate the lending process, collaborating with other Directorates where appropriate.
- Take responsibility for the approval process on selected operations.
- Lead the negotiation of legal as well as other project documentation with promoters and other counterparts, in coordination with other Directorates and you will also contribute and provide input to post signatures event including possible refinancings and/or restructurings.
Qualifications:
- A minimum of 5 years of relevant professional experience in the financial sector, preferably in Project Finance and/or Corporate Structured Finance
- Knowledge of the Italian market would be a distinct advantage.
- Strong technical expertise in financial analysis and modelling, as well as experience in credit risk assessment.
- Good computer skills and knowledge of Microsoft Office.
- Excellent knowledge of written and spoken Italian.
- Excellent knowledge of English and/or French (*) with a good command of the other.
