The
EIB, the European Union's bank, is seeking to recruit for its Human Resources Directorate (HR) - HR Policies Department (HRPLC) - Organisation and People Development Division (O&PD) - Talent Management Unit (TMU) at its headquarters in Luxembourg, a
(Associate) Talent Management Officer.**
This is a full time position at grade 4/5 for which the EIB offers a permanent contract.

In a context where the bank needs organisational flexibility to respond to new challenges faced by the EU and operate in increasingly complex global environment, we are looking for proactive colleague with excellent communication skills, solid data and analytics experience and keen interest in talent management to join our newly formed Talent Management unit.

You will have the opportunity to work on all talent management related topics and interact with wide range of internal clients.


Operating Network:


The Talent Management Unit is a part of Organisation and People Development Division composed of Centres of Expertise providing advice and services related to Diversity, Engagement, Inclusion & Belonging; Learning & Development; Performance Management and Talent Management.


As an (Associate) Talent Management Officer, you will report to the Head of Unit and co-operate closely with colleagues within the CS-Personnel Directorate and from all other Directorates.


The position will require maintaining relationships with other institutions, international organisations, specialists and professional associations in order to build cooperation and stay abreast of best practices.


Accountabilities:

  • Act as a main point of contact for talent management and related data inquiries.
  • Design qualitative and quantitative metrics on talent data and trends to support project work and measure policy impact.
  • Support the implementation of talent management processes by providing system and analytics support to all users throughout the process cycle.
  • Develop supporting tools and make suggestions to improve policies, processes, procedures and systems in order to align with best practices on the market.
  • Provide input into related processes such as strategic workforce planning, job design, recruitment and learning to ensure coherent HR policies and data exchanges.
  • Prepare communication materials to ensure dissemination of knowledge and communicate changes of talent policies and procedures.
  • Regularly inform, train and advise the talent management facilitators and other colleagues in Personnel to ensure that talent strategies, policies and procedures are implemented consistently.
  • Participate in divisional and departmental projects and initiatives.

Qualifications:

  • Genuine interest in HR matters, in particular talent, development and leadership
  • University degree preferably in Human Resources, Social Sciences, Psychology, Business administration, law, data sciences
  • Minimum 3 years of relevant professional experience (e.g. dealing with data / analytics ideally within HR) preferably gained in an international environment at corporate level or in a consultant role
  • HR experience would be a plus
  • Proven track record in developing and operating aspects of management processes, including analytics, process improvement, process documentation, process execution and monitoring
  • Excellent data analysis skills and good command of standard MS Office tools, especially MS Excel and PowerPoint. Knowledge of advanced functions of HR systems, especially handson knowledge of SuccessFactors or other HR cloud computing is an advantage
  • Excellent communication skills
  • Project management experience is considered an advantage
  • Good understanding of EIB's mission, objectives and business activities
  • Excellent knowledge of English and/or French (*), with a good command of the other. Knowledge of other EU languages would be an advantage.
