Our client a prestigious European institution at the heart of the EU’s financial architecture, is seeking a dedicated Senior Business Analyst to contribute to its mission of fostering sustainable growth, innovation, and cohesion across Europe. As the lending arm of the European Union, this institution plays a pivotal role in financing strategic projects that strengthen economic resilience, accelerate the green and digital transitions, and support communities in all member states.



The selected candidate for this role will assist the HERMES ERP Financials Transformation programme, in particular for the definition, structuring and documentation of the Target Operating Model, capability set, business requirements and related procurement documentation.


Contract type: Freelancer agreement, with a contract duration of 240 days.


Compensation - daily rate of 570 euros


Workplace type: On-site from the office of the institution in Luxembourg City


Key Responsibilities:


Target Operating Model — Define, structure, and document a solution‑independent and industry‑aligned Target Operating Model for financial processes.

Capability Framework — Develop a clear capability set aligned with standard enterprise system functionality.

Business Requirements — Produce structured, traceable business requirements and use cases suitable for formal procurement.

Process Analysis — Analyse and challenge existing Procurement to Pay processes, especially Accounts Payable, invoicing, payment execution, and reconciliation.

Enterprise System Evaluation — Support the selection of a new enterprise system by providing structured business inputs and fit‑gap assessments.

Procurement Documentation — Contribute to the creation of contractual business requirements for selecting a system integration partner.

Collaboration — Work closely with the Programme Manager and Stream Leaders, who retain decision‑making authority.


Required Qualifications:

  • University education — Degree in Finance, Accounting, Business Administration, or a closely related discipline.
  • Strong understanding of Procurement to Pay processes, with particular emphasis on Accounts Payable and Payment processes.
  • Minimum of five years of experience, with an expectation of significantly higher seniority (typically more than fifteen years) in business analysis, financial system transformation programmes, or large‑scale business process transformation initiatives.
  • Demonstrated experience defining and structuring Target Operating Models, business processes, and functional requirements in complex organisational environments.
  • Proven experience in implementation programmes involving leading enterprise solutions such as those provided by SAP, Oracle, or equivalent platforms, including participation in design activities, fit‑gap analysis, and solution assessment.
  • Experience supporting the selection of enterprise systems and/or system integration partners, including preparation of use cases, structured business inputs, and evaluation materials.
  • Experience working with multiple stakeholder groups (business teams, information technology teams, vendors, and external partners) in a structured, multi‑stakeholder environment.


Preferred Experience

  • More than fifteen years of experience in financial transformation or enterprise system programmes.
  • Experience implementing Procurement to Pay processes within enterprise systems such as SAP, Oracle, or equivalent, including Accounts Payable and Payment modules.
  • Strong understanding of standard capabilities of modern enterprise systems and leading market practices.
  • Experience working in financial institutions, public sector organisations, or regulated environments is considered a strong advantage.
