Luxembourg Joint Allocation Office (JAO SA) Temps plein
About Our Company “We partner with Europe to empower and enhance a sustainable energy market”. Located in Luxembourg, we are a service company that hosts Europe's single leading trading platform(e-CAT) for cross-border transmission capacity. On behalf of TSOs, we auction the available long and short-term transmission capacity rights on all internal EU borders. On the 1st of October 2018, JAO became the Single Allocation Platform (SAP) for all European Transmission System Operators (TSOs) that operate in accordance with EU legislation, since it is able to implement and fulfill all regulatory obligations and requirements. We provide accounting (clearing and settlement), contracting, reporting and project support services. About The Job Role purpose / mission Your mission is to drive meaningful improvements to a business-critical application while helping shape and deliver its future replacement. JAO’s Congestion Income Distribution application supports operations involving millions of euros every day. Financial accuracy, data integrity, quality, and operational reliability are therefore central to this role. In this role, you will bring business stakeholders and technical teams together to turn agreed priorities into working, valuable improvements. You will balance the needs of the existing application with its modernisation, maintaining momentum from initial discovery through delivery, adoption, and validation. This is an ownership role, not a coordination-only position. We are looking for someone who brings proposals, challenges assumptions, tackles obstacles, and follows through until the intended value is demonstrated. Why this role? You will help shape both an essential application and its successor, combining entrepreneurial initiative with the discipline required for financially sensitive operations. Ownership and mandate You are the owner of the product’s direction, health, and continued improvement. You facilitate prioritisation with relevant stakeholders rather than setting it unilaterally, then actively drive agreed work towards measurable outcomes. This is not a service-support or incident-management role. Dedicated teams handle operational support and incident resolution. Your responsibility is to understand the product impact, ensure necessary improvements receive appropriate prioritization, and follow through on agreed action. Finally, engineering, architecture, QA, and service teams retain their specialist responsibilities. You connect their contributions, challenge gaps, and escalate when decisions or progress are blocked. Key activities in the position: Shape product direction and facilitate prioritisation
• Develop the product vision with relevant stakeholders, aligned with JAO's strategy and business needs.
• Maintain a roadmap and backlog reflecting agreed priorities, dependencies, and intended outcomes.
• Facilitate prioritisation with project managers, service managers, business stakeholders, and technical teams.
• Present clear options and recommendations, making business value, financial risk, delivery effort, and technical implications explicit.
• Ensure decisions happen in time to support delivery, escalating unresolved trade-offs to the appropriate decision-makers.
• Keep the right people informed about decisions, changes, risks, and commitments. Drive delivery and business value
• Translate business needs into clear problems to solve, expected outcomes, and acceptance criteria.
• Challenge proposed solutions and unnecessary scope, working with specialists to identify practical ways to deliver value sooner.
• Work closely with the Tech Lead and delivery team to establish achievable sprint objectives and keep implementation moving.
• Actively address ambiguity, dependencies, and blockers with the responsible teams.
• Establish a clear value objective for each sprint and demonstrate what was delivered, learned, or improved.
• Follow through after release to confirm that changes solve the intended problem and are adopted effectively.
• Measure outcomes rather than relying solely on completed tickets or released functionality. Advance modernisation while supporting continuity
• Drive the product work needed to improve the existing application and prepare its replacement.
• Work with business experts and technical specialists to identify what should be retained, simplified, redesigned, or retired.
• Help stakeholders balance essential near-term improvements with investment in the future application.
• Coordinate product requirements, dependencies, and business validation for migration and transition planning.
• Make continuity risks visible and follow through on agreed mitigation actions. Maintain product health and drive corrective priorities
• Maintain visibility of product health through regular engagement with service management, support, QA, and technical teams.
• Understand the business impact of incidents, recurring defects, and deteriorating reliability, including risks to financial accuracy, operations, and market confidence.
• Ensure product-health concerns receive timely prioritisation with the relevant stakeholders, challenging delays when the impact warrants action.
• Bring operational evidence into prioritisation discussions so that urgent delivery demands do not consistently displace essential corrective work.
• Follow through with delivery teams on agreed corrective and preventive improvements, keeping unresolved risks visible.
• Use incident trends, release outcomes, and operational feedback to inform the roadmap rather than allowing recurring problems to become accepted operating conditions. Champion quality and measurable improvement
• Translate financial accuracy, reconciliation, data integrity, traceability, and sensitive-data handling needs into product requirements.
• Agree meaningful product KPIs with relevant teams and use them to guide decisions.
• Work with QA and technical specialists to clarify acceptance criteria and release-quality expectations.
• Ensure outstanding product risks and specialist recommendations are visible to the appropriate decision-makers.
• Validate whether delivered improvements address the underlying problem and reduce its business impact. We are looking for someone with the following skills set: Qualifications
• University degree in a relevant field (e.g., Business, Engineering, IT) preferred or equivalent professional experience. Experience
• Demonstrated experience turning product needs and agreed priorities into delivered, adopted improvements.
• Experience with business-critical applications, ideally including legacy modernisation or replacement.
• Experience defining acceptance criteria, supporting business validation, and measuring outcomes after release.
• An advantage: experience in energy markets, market coupling, financial platforms, or similarly sensitive operational environments. Skills And Knowledge
• Confidence understanding financial processes, complex business rules, data quality, and operational consequences.
• Sufficient technical understanding to discuss dependencies, data flows, reliability, and technical debt with specialists.
• The judgement to recognise when product deterioration requires attention and to drive the necessary prioritisation.
• Strong facilitation and negotiation skills, including the ability to challenge demanding stakeholders constructively.
• The ability to influence across teams without relying on managerial authority.
• A proactive, solution-oriented approach: you bring options, follow commitments through, and do not wait for a fully defined process. Additional Requirement According to the Luxembourg law of July 23rd 2016 (as amended), the successful applicant will be required to provide a Criminal Record before signing the employment contract.
