The European Investment Fund (EIF) is seeking to recruit for its Risk Office Department (RO) – Transaction & Mandate Compliance Division
- Tax, Integrity & Reputational Risks (TI&R) Unit at its headquarters in Luxembourg, a Tax Integrity Compliance Senior Officer*. This is a full time position at grade 5/E for which the EIF offers a permanent contract. *internal benchmark: Senior Officer Panel interviews via videoconference are anticipated for October/November 2026 Purpose Part of the EIB Group, the mission of the European Investment Fund (EIF) is to improve access to finance for SMEs and small mid-caps in Europe. We do this by supporting emerging and established fund managers with equity investments and by designing debt financing instruments that share the risk taken by financial institutions when they lend to or invest in small businesses. We bring this support closer to entrepreneurs through our extensive network of partners and financial intermediaries in all EU Member States and associated countries. The Tax, Integrity & Reputational Risks (TI&R) Unit provides independent compliance assessments of transactions, mandates and counterparties, focusing on tax integrity, exposure to non-compliant jurisdictions, integrity and reputational risks, thereby helping the EIF to achieve its policy objectives while maintaining the highest standards of governance and integrity. The Unit is also responsible for certain contractual compliance matters, and coordination with the EIB Inspectorate General and relevant authorities in case of suspicion of fraud in EIF investment operations. Operating network The Senior Compliance Officer reports to the Head of the Tax Integrity & Reputational Risks Unit, who in turn reports to the Head of Division – Transaction & Mandate Compliance. The job requires close cooperation with colleagues in the EIF Investment Office, especially KYC Unit, Legal Services and other teams in EIF. Furthermore, the selected candidate will closely interact with other relevant services within the EIB Group to ensure consistent application of the Compliance policies and furthering Group alignment in the compliance area. Responsibilities In your role, you will:
• Support the design, maintenance and periodic update of EIF’s tax integrity and non-cooperative jurisdiction frameworks, including policies, procedures, guidelines and process documentation.
• Lead medium
- and long-term projects within the Unit’s remit, from design through implementation, to strengthen the relevant frameworks and improve the efficiency, quality and digitalization of associated processes and controls.
• Perform tax integrity and non-cooperative jurisdiction risk assessments and contribute to the preparation of second-line compliance opinions on EIF equity, debt and mandate operations.
• Contribute to the monitoring of tax integrity and non-cooperative jurisdiction risk exposures, including data analysis, preparation of management information and support to governance reporting.
• Provide advice and guidance to EIF services on tax integrity, non-cooperative jurisdiction requirements and related compliance obligations, ensuring consistent interpretation and application of the relevant framework.
• Contribute to the development and delivery of awareness and training activities on tax integrity, non-cooperative jurisdiction requirements and emerging regulatory developments.
• Support interactions with the EIB Group, external counterparties and relevant authorities on tax integrity, fraud-related and other compliance matters, as required.
• Contribute to the assessment of other reputational and non-financial risks falling within the remit of the unit, including research, analysis and preparation of recommendations.
• Monitor regulatory, market and industry developments relevant to tax integrity, non-cooperative jurisdiction and related compliance topics, and assess their implications for the EIF compliance framework and operations. Qualifications
• At least five (5) years of post-graduation (after having obtained your initial university diploma) relevant professional experience at the same level of responsibility in areas related to tax integrity, non-cooperative jurisdictions, KYC/AML, control functions, compliance, legal and/or regulatory audit, financial supervision and/or other areas related to Compliance fields of competence.
• University Degree (preferably at post-graduate level) in Law, Finance, Economics, or a related field. Specialization in tax matters is an asset.
• Strong knowledge of and experience with international and European Union tax standards
• Knowledge of and proficiency in the use of digital and artificial intelligence tools (e.g. Microsoft Copilot, Power BI, Power Automate, Power Apps, SharePoint, and other approved AI-enabled solutions) to support research, analysis, reporting, process optimisation and workflow automation would be considered an asset.
• Excellent knowledge of English, both oral and written, with strong drafting skills. Knowledge of other EU languages would be considered an asset. Behavioural Skills

- Review and manage tax integrity issues (including Tax Integrity Due Diligence
- TIDD), raised by the first line of defence regarding EIBG counterparties in the context of new or renewed operations.
• Risk Assessment, Mitigation and Management skills
- Identify and assess compliance risks and propose adequate risk mitigators or make recommendations on acceptability of risk levels under EIF’s (or mandates’) risk appetite.
• Legislation & Regulation
- Analyse developments in legislation, regulations and jurisprudence pertaining to the relevant region or domain and assess their impact on the organisation, including the need to update internal regulations and guidance.
