Senior Compliance Officer / MLRO
LianLian Europe S.
A. | Luxembourg | Full-time | Reporting to the Board and CEO
About Us
LianLian Europe S.
A. is an Electronic Money Institution authorised and supervised by the CSSF, and the European entity of LianLian DigiTech, a global payments group serving cross-border e-commerce merchants and businesses. The Role We are looking for a Senior Compliance Officer to lead our compliance and AML/CFT function as MLRO. This is a hands-on role for someone who has already run compliance at a payment or e-money institution, understands how the business works, and turns regulatory requirements into controls that function in practice. You will own the compliance agenda end to end and be accountable for delivering it on time. What You Will Do 1. You will act as MLRO and as the CSSF-approved person responsible for AML/CFT compliance (RC), and be the main point of contact for the CSSF, the CRF, auditors and banking partners. 2. Building on that accountability, you will design, execute and report on the annual Compliance Monitoring Programme, from the risk-based plan through testing and remediation tracking to reporting to management and the Board, performing the work yourself where needed rather than only reviewing it. 3. In day-to-day operations, you will take clear and well-documented decisions on client onboarding, high-risk relationships, transaction monitoring alerts and suspicious activity reports, weighing regulatory obligations against commercial objectives so that each decision withstands audit and regulatory review. 4. To make those decisions effective, you will work with Product, Partnerships and Operations from the start of each new product, market or partner, so that compliance shapes the solution instead of reviewing it at the end. 5. You will maintain the AML/CFT framework, including the business-wide risk assessment, policies and procedures, and screening and monitoring rules, keeping it aligned with the Law of 12 November 2004, CSSF Regulation 12-02, applicable CSSF circulars and the incoming EU AMLR/AMLA regime. 6. To execute this framework at scale, you will build and supervise the first-line KYC/AML team, through clear procedures, quality checks and on-the-job coaching, and coordinate with Group Compliance where shared resources help. 7. Finally, you will own regulatory deliverables such as the annual compliance and AML/CFT reports and CSSF questionnaires, close audit and inspection findings within agreed deadlines, and deliver compliance training across the company. What We Look For 1. You have at least 7 years of compliance and AML/CFT experience in financial services, of which at least 3 years in a payment institution, EMI or fintech, ideally as MLRO in Luxembourg. 2. As a result of that experience, you have been approved by the CSSF in a comparable role or can demonstrate that you meet the fit and proper requirements for approval. 3. You can show concrete examples of a Compliance Monitoring Programme you designed and delivered, and of audits or regulatory inspections you led to a satisfactory outcome. 4. Beyond regulation, you understand payment flows, safeguarding, cross-border e-commerce merchant risk and partner bank expectations well enough to propose workable solutions rather than only identify issues. 5. You work in a structured and delivery-focused way: you plan, set priorities, do the work, and escalate early when a deadline is at risk. 6. You hold a degree in Law, Finance, Business or a related field, and certifications such as CAMS or the ICA Diploma are an advantage. 7. You are fluent in English, and French or Mandarin is an advantage
What We Offer
You will hold a role with real ownership in a growing EMI, with direct access to the CEO and the Board, and work in a cross-cultural environment between Luxembourg, our HQ in China, as well as other sister companies in various regions.
