ICT Application Officer

The Data Services Unit (DATASERV) acts as the “back-office” for data management, ensuring a coherent approach to data across different solutions and business stakeholders. It oversees key platforms and services, including the EP Data Platform, Open Data Services (ODS), Open Data Portal (ODP), Codict and Europarl, while ensuring compliance with the European Parliament’s inter-institutional commitments on data and document interoperability. The Unit also supports the indexation and transformation of documents. Within DATASERV, the Data Solutions Service (DATASOL) leverages data to deliver user-centred digital solutions, manages key platforms and systems, and contributes to data accessibility, interoperability and the implementation of interinstitutional standards across internal and external stakeholders. Responsibilities and tasks: DATASOL is looking for a motivated, proactive and versatile ICT Application Officer to contribute to the support, maintenance, testing and continuous evolution of ICT applications and data-driven digital services. Working closely with technical teams, business stakeholders and users, the successful candidate will ensure that deliverables are aligned with business needs, technical constraints, quality standards and available resources. Tasks will include:
• Coordinating and following up on application releases and deployment activities;
• Organising and monitoring testing campaigns and user acceptance activities;
• Preparing deployments and ensuring deliverables meet quality standards;
• Preparing and maintaining technical and functional documentation;
• Following up on incidents, requests and application-related activities;
• Contributing to project and workload planning, service continuity and resource monitoring;
• Contributing to change management and communication with business stakeholders, users and technical teams;
• Depending on the projects, working with data quality management, APIs, Agile delivery practices, documentation and reporting platforms, and other tools supporting digital services. What we are looking for: Knowledge and

skills:
• Extensive professional experience in the support, maintenance, testing and evolution of ICT applications and data-driven digital services
• Very good project management, analytical, organisational and coordination skills
• Experience in coordinating releases, testing campaigns, user acceptance activities and deployment preparation
• Good understanding of business needs, technical constraints, quality standards, resource consumption and workload planning
• Awareness of contractual constraints and service continuity requirements
• Experience with tools and practices such as ticketing systems, Agile delivery, documentation and reporting platforms, data quality management and APIs would be highly relevant
• Knowledge or awareness of DevSecOps, cybersecurity, cloud environments, Artificial Intelligence and emerging technologies applied to data management would be an asset
• Knowledge of European Parliament business processes, legislative data, open data services, document metadata, interoperability standards or institutional ICT environments would be an asset
• Flexibility, proactivity, autonomy and a strong team-oriented approach
• Excellent communication skills and the ability to interact effectively with both technical and non-technical stakeholders
• A very good command of English or French is necessary, and a good knowledge of the other language would be an asset.
