Technical Project Manager | Quality & Reliability (QnR), the parent company of QnR Group
Role overview
We are looking for a Technical Project Manager to join Quality & Reliability (QnR) group, partnering with a leading European IT services company that delivers digital solutions for EU institutions and public organisations across Europe. Also, the ideal candidate will help deliver European digital identity solutions in a highly regulated, multi-stakeholder environment.

The ideal candidate will be responsible for:
• Manage technical digital identity projects from start to finish, keeping scope, timelines, quality and governance on track
• Turn business, policy and regulatory needs into clear technical goals and concrete deliverables
• Act as the link between technical teams, EU stakeholders, suppliers and partners throughout the project
• Help shape, build and evolve digital identity solutions, including IAM, trust services and digital or verifiable credentials
• Review technical specifications and proposals, question design decisions and flag risks and dependencies
• Track risks, issues and changes, and escalate anything with legal, policy, security or cross-border impact
• Support EU governance processes such as steering committees, deliverable reviews, acceptance procedures and project documentation
• Explain complex technical and regulatory topics clearly to both technical and non-technical audiences To excel in this role, you'll need:
• A university degree in a relevant field
• At least 8 years of experience in technical project management, digital identity or a closely related technical area
• Hands-on experience with digital identity, IAM, PKI, trust services, verifiable credentials or cybersecurity infrastructure (experience in e-government, secure data exchange or other regulated IT environments also counts)
• Good working knowledge of eIDAS and the EU Digital Identity Wallet
• Experience with EU or national policy and governance processes, such as legislation, implementing or delegated acts, expert groups or compliance-driven IT projects
• A clear understanding of how technical choices affect regulation, data protection, security, procurement and cross-border cooperation
• A recognised project management certification (PMP, PRINCE2 or equivalent)
• Excellent written and spoken English Nice to have
• Familiarity with OpenID4VC/VP, electronic attestations of attributes and trust models
• Knowledge of French Good to know The role is mainly remote, but you will need to travel to Luxembourg once a month.
