Requirement: Consultant – GPSS Programme Office (Procurement Focus)

Capellen, Luxembourg Full Time On-Site: Yes Time On-Site: 100% Period of Performance: 2026 BASE: 1 November 2026 (tentative) – 31 December 2026 2027 OPTION: 1 January 2027 – 31 December 2027 2028 OPTION: 1 January 2027 – 31 December 2028 Required Security Clearance: NATO SECRET SUMMARY The NATO Support and Procurement Agency is NATO’s Integrated Logistics and Procurement Services Provider Agency. NSPA is a fully customer-funded agency, operating on a “no profit – no loss” basis. It is headquartered in the Grand Duchy of Luxembourg (L-8325 Capellen). NSPA brings together NATO’s logistics and procurement support activities, providing integrated multinational support solutions for its stakeholders. For more information on the Agency, please consult www.nspa.nato.int Project to further develop the efficiency and effectiveness of GPSS (General Procurement Shared Services). GPSS is a NATO programme designed to aggregate the procurement demand of NATO’s various agencies, assigning that aggregated demand for procurement by one of those agencies (GPSS User Entities) within a federated model. Key focus: category management, stakeholder management & programme coordination. MAIN DELIVERABLES/SCOPE OF WORK
• Act as the focal point for the Procurement User Group (PUG) and Senior Customer Board (SCB);
• Actively build and strengthen working relationship with the PUG, identify opportunities for cooperation, and prioritize work within the existing portfolio (the various procurement categories and sub-categories);
• Facilitate and coordinate GPSS procurement activity undertaken by the GPSS User Entities;
• Organise and lead the collection of the procurement requirements for GPSS from the various NATO entities.
• Manage category development to proactively identify, monitor and optimise opportunities via Business Cases.
• Expand the GPSS portfolio by working with the PUG to develop strategies for new GPSS categories, and identify contracts suitable for inclusion within them going forwards;
• Where data and circumstances allow, identifying, calculating and reporting savings and efficiencies delivered via GPSS activities;
• Collect GPSS-related turnover data from suppliers and / or User Entities;
• Report to the SCB on GPSS activity and performance;
• Ensuring the organisation of the GPSS PUG and SCB, and participate in other meetings, conferences and seminars as required;
• Lead the implementation of GPSS Senior Customer Board (SCB) decisions;
• Limited and occasional travel to NATO entities in Brussels and / or Mons is envisioned. Skills, Knowledge &
Experience:
• The candidate must have a currently active NATO SECRET security clearance
• University degree (preferably in Logistics Management or Life cycle management/Supply Chain management) or equivalent relevant professional experience.
• At least 8 year’s experience of procurement category management, ideally in a multinational organisation
• Demonstrably strong ability for data analysis and data mining. Ability to deal effectively with personnel at all organisational levels.
• Proven ability to facilitate/present persuasively to gain buy-in and effective negotiations skills to achieve desired outcomes including business growth.
• Sound digital literacy with experience in using office automation systems and software applications, e.g. Microsoft Office Suite (Word, Excel, and PowerPoint).
• Ability to conduct and to efficiently participate in large international meetings.
• Ability to foster and maintain a positive and collaborative working environment.
• Ability to monitor projects progression and deviation, to generate and implement corrective actions.
• NATO's two official languages are English and French. The work of this consultancy is mainly conducted in English, therefore fluency in that language is essential.
