Job Description Summary: The EMEA Market Compliance team (“Compliance team”) is responsible for second line of defense compliance risk oversight, management and reporting across PayPal Europe (Legal Entity). The team is part of the consolidated company-wide second line, which is independent and organisationally separate from PayPal’s business and centralised organisations.

**Job Description**:
The Compliance team’s responsibilities in relation to PayPal Europe include:

- Overseeing regulatory compliance risk
- Overseeing financial crime compliance risk
- Developing policies to ensure all relevant regulations are implemented and embedded in the organisation
- Developing monitoring and testing to ensure adherence to policy requirements
- Providing effective challenge to the business and centralised organisations
- Conduct risk assessments and,
- Communicating and reporting on the programme, aggregated risk views, and risk-related matters.

Besides the general objectives described above, this Compliance role will serve support the Head of Compliance Program to deliver core oversight activities critical to ensuring the Bank is able to demonstrate compliance with its regulatory obligations. The deliverables and key activities are further described below.

**Deliverables and key activities**:

- Management of PPEU Regulatory Compliance operational processes, including Incident Management Reporting and Complaints from regulators to ensure quality, timeliness and appropriate follow-up when needed.
- Supporting the Legal Entity’s needs surrounding documentation including managing Compliance related Policies and Program procedures, assisting in policy refresh, documentation of procedures.
- Developing training materials and educating employees on relevant Policies as required.
- Supporting the oversight and monitoring of Second Line Testing activities with impact to PPEU, including engagement and advice to stakeholders for appropriate and timely completion.
- In collaboration with the Regulatory Relations team, providing support in preparation and response to regulatory requests and inspections.
- Contributing to existing internal and external reporting and support the development of any new or additional reporting that is needed. In particular, support with the preparation and coordinating various Compliance Regulatory Reports.
- Developing and preparing Management information materials for the Compliance Program
- Monitoring issues with impact to the Compliance Program and ensuring appropriate follow-up and escalation as needed.
- Supporting internal and external audit excercises and remediation of related actions.
- Analysing and providing input on improvement areas to better support the Compliance program and overall PPEU Compliance function.
- Building and maintaining good working relationships with the first line business owners responsible for delivering core regulatory obligations, including coordination with PayPal Europe’s Business Risk & Control Lead (BRCL) team and global teams such as Customer Services, Executive Escalations and Regulatory Incident Reporting Program Team.
- In collaboration with Affiliate Services and BRCL, monitoring that the Legal Entity with support from global teams receives services and solutions that fulfill regulatory obligations in line with agreed Service Level Agreements.
- In cooperation with the BRCL team in charge of issue management; promote and contribute to timely recording and remediation of any PSD2 related issues and gaps and keep updated on the overall status.
- Keep abreast of regulatory changes and technological developments relevant for the Bank.
- Maintain strong understanding of PayPal products and services and how PSD2 including SCA has been implemented.

**Experience**:

- Bachelor’s degree or equivalent.
- 5+ years of Audit, Risk, Compliance, Regulatory, banking or similar experience.
- Excellent knowledge of PSD2 including key obligations in relation to Complaints Management and Major Incident Reporting.
- Experience in managing regulatory compliance risks in the financial industry.
- Navigating well within a three lines of defense model to identify and address compliance risk matters.
- Experience in regular management reporting and presentations to internal stakeholders.
