(Associate) Development

The **EIB**, the European Union's bank, is seeking to recruit for its **Secretariat General (SG), Group Strategy Department (GS), Planning, Budget and Analytics Division (PBA)** at its headquarters in Luxembourg, a **(Associate) Development & Change Management Officer*.**

**This is a full time position at grade 4/5 for which the EIB offers a permanent contract.**

**Purpose**:
The focus of this role is to contribute to the Bank’s strategy development in order to improve the efficiency and effectiveness of the EIB Group by driving and developing internal change management initiatives. You will work in close collaboration with our Organisational Strategy Division supporting on key efficiency projects for the Bank.

In order to be successful in the role, you will need to build and nurture strong positive working relations within the Group and with relevant external stakeholders.

**Operating Network**:
You will report to the Head of Planning, Budget and Analytics Division and work in a team of varying size consisting of core Divisional staff and associated colleagues from other services such as Operations, Projects, Risk as well as external counterparts (e.g. the Commission).

**Accountabilities**:

- Contribute to the Bank’s strategy development through analytical work and internal and external consultations, working closely together with all relevant EIB Group services in the following areas:

- Group organisation
- Internal organisation of EIB;
- Appropriate governance, delegations, inter-departmental or inter-directorate interaction and other procedures that support the proposed organisational constructs;
- Support the Bank’s services in aligning/integrating their strategic initiatives with the overall Bank’s strategy, to ensure the coherence and alignment of objectives and initiatives;
- Draft strategic documents based on expert contributions, best practices and own specialist advice
- Rapidly digest and synthesize information from a wide variety of sources to prepare briefings, background analysis and presentations;
- Build and maintain a network of professional contacts in other organisations, professional associations and bank-wide, with a focus on organisational strategy improvement.
- Work in close cooperation with relevant team members to develop and deliver new initiatives;
- Responsibilities of the role may be adapted in line with the evolving business needs and the institutional environment.

**Qualifications**:

- University degree in economics, finance, accounting, or equivalent
- Relevant professional experience of at least 3 years with a specific focus on strategy development and implementation in an international organisation, a government, consultancy or a bank.
- Knowledge/experience in at least one of the following specific domains: Banking and finance, institutional affairs, economic analysis, international development policy, promotional banking;
- Experience working with relevant stakeholders such as EUIs, International Finance Institutions, and National Promotional Banks would be an advantage
- Exposure to maintaining inter-institutional relations at a senior management level;
- Knowledge of EIB structures, and of the institutional and policy framework they operate in
- Excellent knowledge of English and/or French (*), with a good command of the other. (Knowledge of other EU languages would be an advantage).

- (*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of _level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
