(Senior) Environmental Specialist

The **EIB**, the European Union's bank, is seeking to recruit for its Projects Directorate (PJ) - Sustainability & Quality Management Department (SQM) - Environment, Climate & Social Office (ECSO), Environmental Policy Unit (EP) at its headquarters in Luxembourg, a **(Senior) Environmental Specialist* **. **This is full time position at grade 5/6.

**Background**:
The Environment, Climate and Social Office (ECSO) leads the definition of the Bank’s environmental, climate and social policies and their mainstreaming through the Bank ’s activities (e.g. through the development of procedures and methodologies, guidance material, training and other tools) and supports project teams in the environmental and social due diligence of EIB-financed operations.

**Purpose**:
The **(Senior) Environmental Specialist** will assist in defining and coordinating the Bank’s environmental sustainability actions and will contribute to the advancement of the EIB's environmental policies and standards, including providing advice on the evolution of environmental due-diligence procedure, practice and management systems. The Specialist will contribute to the development of a robust measuring, reporting and verification (MRV) system in environmental sustainability, liaising as appropriate with EU and other peer institutions. The Specialist will also support the further mainstreaming of the environmental agenda within the EIB portfolio, including by developing and disseminating knowledge through guidance material and training activities.

**Operating Network**:
Joining a team of Environmental Specialists, you will report to the Head of Environmental Policy Unit and will work in close cooperation with the relevant units in ECSO, as well as operational divisions in the Projects and other Directorates during policy and project development and implementation. While the Environment, Climate and Social Policy Units are self-standing and operate largely independently, efforts are continuously made to work in an integrated and holistic manner and use the synergies within the ECSO team whenever possible and under direct coordination of the Head of Environment, Climate and Social Office.

ECSO’s environmental experts lead and look after the development and implementation of the EIB’s Environmental Sustainability Policy and its relevant Standards and implementing procedures. They also work closely with project teams and provide advice on the environmental due diligence of the Bank's investment projects and programmes during all relevant phases of the project cycle, in accordance with EIB standards and procedures.

The post requires the ability and willingness to travel and to undertake on-site visits, as appropriate, and to represent the EIB at relevant meetings with EU counterparts, other international financial institutions and public authorities, as well as to engage with promoters, civil society and local/national public officials.

**Accountability**:

- Provide guidance, technical support and carry out environmental due diligence pertaining to individual EIB projects or programmes throughout the project cycle.
- Plan and formulate the development of relevant methodologies/procedures and suggest improvements of internal operational processes to strengthen the environmental due diligence (including) approaches in liaison with the Project Team to ensure that projects are structured to meet EIB E&S Standards and in line with E&S procedures.
- Work with the EIB relevant services (Projects, Operations and Portfolio Management and Monitoring Directorates) to define steps required to assist promoters in improving performance and meeting the requirements of EIB's environmental standards and policies.
- Contribute to the development and implementation of measuring, reporting and verification (MRV) tools and systems for internal and external tracking of the implementation of the EIB Environmental and Social Sustainability Framework.
- Represent EIB at technical meetings, industry events and environmental fora.
- Actively contribute to the development and implementation of relevant EIB’s policies and procedural outputs in the environmental sector (e.g., biodiversity, clean air, water, etc.).
- Provide specialist input in EIB sector strategies, papers or other initiatives.
- Work with the EIB project team, the promoter and relevant services to mobilise technical assistance for promoters to address environmental aspects of the promoter's operations.
- Produce and disseminate good practices and lessons, provide training, internal information and advice on environmental issues to EIB staff.
