**Introduction**:
In the recent years, there was an enormous increase in blending activity outside the EU. The Blending Unit non-EU is administering around 180 “blending operations”, which can be divided as follows:

- 105 Implementation/Delegation/Contribution Agreements contracted with the European Commission under EU Blending Facilities and E5P - Eastern Europe Energy Efficiency and Environment Partnership;
- 25 Investment Grants under the WBIF - Western Balkans Investment Framework (contracted from the European Western Balkans Joint Fund) and 1 Investment Grant with the Swedish Cooperation;
- 30 EIB led TA - Technical Assistance operations under the WBIF IPF - Infrastructure Project Facility contracting scheme;
- 15 operations under the EU Africa Infrastructure Trust Fund;
- 3 EFSD - European Fund for Sustainable Development Guarantee Agreements (European Health Platform + SME Access to Finance);
- 2 TA operations linked to the European Health Platform and EGRE - European Guarantee for Renewable Energy.

At the same time, the EIB Trust Fund activity has also substantially increased. Today, there is a large diversity of Trust Funds with regional and/or thematic topics, including 7 Trust Funds created under the EIB’s Partnerships Platform for Funds (Economic Resilience Initiative Fund, Water Sector Fund, Luxembourg-EIB Climate Finance Platform, Financial Inclusion Fund, International Climate Initiative Fund, Gap Fund and Green Hydrogen Fund), 2 EIB Trust Funds outside the PPF framework (Eastern Partnership Technical Assistance Trust Fund and FEMIP Trust Fund) and 2 Trust Funds managed by EIB but accessible to multiple financiers - in winding down stage - EU-AITF and Neighbourhood Investment Facility Trust Fund. In 2021, more than EUR 85m contributions were received for existing and new Trust Funds (e.g. Gap Fund, Green Hydrogen Fund, EPTATF - Eastern Partnership Technical Assistance Trust Fund, ERI - Economic Resilience Initiative Fund, etc.).

**Skills, knowledge, experience required**:

- A Master’s Degree with relevant educational background (business administration, economics, banking, finance, accounting);
- OR a Bachelor’s Degree with at least 2 full years’ relevant post-qualification professional experience (business administration, banking, finance, accounting);
- Common knowledge of MS Word and MS Excel;
- Proficiency in English at C1 level minimum.

**Desirable**:

- Any additional years of professional experience above the minimum in the relevant areas (business administration, banking, finance, accounting);
- Any additional professional certification in finance or accounting;
- Any training certificate on MS Excel;
- Experience working in a multicultural environment for at least a year;
- Certified proficiency in English;
- Knowledge of French at level B2 or higher.

**Duties/role**:

- Inputting, updating, storing, and cross-checking Blending and Trust Fund-related data into EIB core systems such as ASApp, MMS, and SERAPIS (and to some extent in external Management Information System as it is the case under the Western Balkans Investment Framework);
- Ensuring that Blending and Trust Fund-related data are up to date in the various systems in line with approvals/contracting documents;
- Supporting Mandate Officers in preparing ad hoc and regular reporting with standard software tools such as MS Word or MS Excel or standard EIB software tools after appropriate introduction to them;
- Contributing to:

- Compilation and processing of data for the annual Grant Report;
- Drafting of internal approval notes and external notes, as necessary;
- Compilation and processing of data for the WBIF - Summary Implementation Report;
- Compilation and processing of data for the various Trust Funds;
- Data update and reporting on cost coverage across Blending Facilities and Trust Funds;
- Aggregation, analysis, and reporting of indicators applicable to operations under Trust Funds, under the guidance and supervision of a Mandate Officer.
