Job Responsibilities

A regulated FinTech Company in Luxembourg is looking for an experienced CCO to drive its strategic compliance.

Establish, refine, and enforce compliance procedures and standards tailored to diverse FinTech business models, including Online Banking, License Sponsorship and Digital Assets.

  • Formulate and lead the European compliance strategy, liaise directly with European regulatory authorities, manage regular regulatory reporting, lead responses to regulatory inspections, handle major incident notifications, monitor regulatory updates, and deliver strategic compliance recommendations to executive leadership.
  • Oversee the full lifecycle management of European financial licenses, including daily maintenance, regulatory renewals, and Single Passporting across the EEA; track regulatory revisions to continuously optimize the enterprise compliance framework, and coordinate the end-to-end process of license applications, upgrades, and scope expansions.
  • Build and maintain an integrated European compliance and risk management framework, establishing multi-regional risk coordination, compliance linkage mechanisms, and cross-border governance.
  • Oversee the operation and enhancement of the AML/CTF and Sanctions management system; design enhanced KYC/KYB/KYT procedures, build advanced transaction monitoring models, identify high-risk scenarios, submit suspicious activity reports (SARs/STRs) to regulatory authorities, and collaborate with risk control teams to refine risk mitigation mechanisms.
  • Lead the development and updating of compliance policies and operational manuals; provide expert compliance advisory to product, technology, and operations teams; participate in the compliance review of innovative product iterations, identify legal/regulatory risks, and propose actionable solutions.
  • Drive company-wide compliance training (covering financial licensing standards, cross-border business red lines, AML/CTF key points, and digital asset regulations), foster a proactive compliance culture, and regularly issue compliance risk assessment reports to the Board.
  • Partner with the commercial and business development teams to support compliant business expansion, provide strategic compliance guidance on financial license functions (e.g., electronic money issuance, payment account provision, and web3 financial integration), and facilitate sustainable business growth.

Job Requirements

  • Bachelor's degree or above (majors in Law, Finance, Economics, or related fields are preferred); holders of professional certifications such as CAMS or equivalent are preferred.
  • Fluent in English as mandatory working language. Language skills in French, German or Chinese, with exceptional cross-cultural communication skills are a plus.
  • More than 8 years of financial compliance experience, with proven track record in Tier-1 FinTech companies in Europe, mainstream international banks or regulated financial institutions; experience in leading European regulatory interactions is highly preferred.
  • Thorough mastery of the European financial regulatory framework (e.g., PSD2/PSD3, EMD2, AMLD5/6, DORA), with specialized expertise or practical exposure to Online Banking/PSP operations , Investment compliance, or Web3.0/Digital Assets (MiCA framework).
  • Deep knowledge of AML/CTF management standards, sanctions compliance, and cross-border fund clearing workflows; familiar with foreign exchange and multi-currency compliance requirements.
  • Exceptional capability in risk identification, regulatory problem-solving, and cross-departmental leadership; proven track record in managing complex compliance scenarios (e.g., license upgrades, novel product launches, and multi-scenario business expansion); equipped with rigorous professional ethics and strong resilience under pressure.
