JOB CONTEXT:
The Technical Rehabilitation Direction has 13 employees (2 managers, 8 specialists, 1 ATD, 1 project manager and 1 assistant) responsible for providing technical support and a framework for HI's programs around the world, as well as leading research and innovation projects and representing HI externally. In the field of rehabilitation, this mandate is carried out in humanitarian and development contexts.

The Luxembourg National Association employs 20 people, including six assigned to programs, among whom are four technical specialists (data management, early childhood development, livelihoods, and rehabilitation). The latter are responsible for the technical monitoring of the programs in their portfolio, contribute to improving HI standards in their field, and promote HI approaches, particularly in Luxembourg.

The director of the Luxembourg National Association is the site manager (functional manager) for this position and coordinates the ANL team.

YOUR MISSION:
1. Technical expertise:

Contribute to defining and promoting frameworks and standards for technical know-how in rehabilitation, and to the improvement of technical know-how through the development of lessons learned, research and innovation projects.

a.     Deploy framework documentation containing HI norms and standards (including NEXUS); and ensure dissemination through appropriate management of the Toolbox or Hinside content development. If necessary, draft additional documentation:

·       Overall management of toolbox(es) for the benefit of programs.

b.     Provide program support based on identified needs, program portfolio and area of expertise; including quality control missions and support;

c.     Ensure sectoral monitoring, exploitation and appropriation of international norms and standards internally based on his/her expertise area;

d.     Support the emergence of innovative ideas.

2. Business Development:

a. Support and/or, where appropriate, represent HI's technical expertise in relevant networks, in order to participate in the exchange of best practices, understand trends and influence key networks on sector practices and issues.

·       Specific focus on the Luxembourg stakeholders (donors, private actors…) but wider scope of representation may be requested based on needs

b. Contribute to communication messages in line with global communication priorities and contribute to scientific publications;

c. Support the identification and development of partnerships and/or consortia with NGOs, institutions, companies on technical priorities or issues of importance in its field of activity;

Development of opportunities - Contribute to the development of major opportunities or new projects related to rehabilitation intervention;

d. Contribute to the analysis of the context in its sectoral scope (stakeholder benchmark) and to the value proposition;

e. In case of lack of resources and in support of the Business Development Manager, contribute to the design and drafting of new projects;

f. Support or develop technical assistance and capacity building offers and proposals for specific identified partners;

g. Contribute to advocacy on specific issues in line with global advocacy priorities.

3. Professional development:

a. Facilitate a talent pool and a community of practice;

b. Identify training needs and propose an action plan for training in the scope of expertise:

·       Support the definition of capacity development strategies, creation of training content and promote its use in the field of expertise;

·       Provide training to program teams based on identified needs and area of expertise;

c. Within the Global Framework Agreement with the Luxembourg MoFA (Accord Cadre), co-organize technical seminars in the field of expertise, in AC host countries.

Requirements

YOUR PROFILE:

• Minimum of 7 years of relevant professional experience in the rehabilitation sector. Demonstrated clinical experience in high-income countries as well as in LMICs. At least 3 years of relevant experience in the development sector;
• Knowledge of conceptual and strategic frameworks in rehabilitation and assistive technology;
• Ability to develop institutional relationships with various stakeholders (donors, networks, ministries, local authorities, technical services, etc.);
• Strong written and oral communication skills, suitable for high-level external representation, with the ability to adapt messages to different audiences;
• Languages: English, French compulsory.

• Full time: 40 hours/week for full-time employment;
• 18 meal vouchers/month for full-time employment, worth €8.40 each;
