The **EIB**, the European Union's bank, is seeking to recruit for its **Projects Directorate (PJ) - Sustainability & Quality Management Department (SQM) - Environment, Climate & Social Office (ECSO), Environmental Policy Unit (EP)** **at its headquarters in Luxembourg, a **(Senior) Applied Environmental and Development Economist**. **This is a full time position at grade 5/6.

**The term of this contract will be 4 years.**

**Background**:
The Environment, Climate and Social Office (ECSO) leads the definition of the Bank’s environmental, climate and social policies and their mainstreaming through the Bank ’s activities (e.g., through the development of procedures and methodologies, guidance material, training and other tools) and supports project teams in the environmental and social due diligence of EIB-financed operations.

Joining a team of Climate Change, Environmental and Social Specialists, you will report to the Head of the Environmental Policy Unit. You will work in close cooperation with the other units in ECSO, with the other parts of the Projects Directorate (PJ), as well as with other Directorates, in particular the Operations, EIB Global, Risk Management, Communication and the General Secretariat Directorates. You will liaise with ECSO’s colleagues, as well as relevant sector specialists, to ensure that all relevant technical expertise is mobilized in support of implementing EIB’s Climate Bank Roadmap and in line with ECSO’s vision of working in an integrated and holistic manner.

The post involves policy and procedures drafting, knowledge management and operational tasks. It requires the ability and willingness to travel occasionally. The role does not involve direct project appraisal, nor does it entail primary research.

**Accountabilities**:

- Contribute to the implementation of the EIB Environmental, Climate and Social policies (e.g. Climate Bank Roadmap, EIB Environmental and Social Sustainability Framework, the EIB Environmental Framework), with a strong focus to bring expertise input with respect to the annual review of the shadow cost of carbon, and the integration of other environmental and social externalities into EIB project appraisal.
- Lead driven by the own expertise in the area of the Bank’s different frameworks aspects of the Bank’s policy development and implementation through the different project appraisals.
- Integrate relevant applied environmental and development economics insights and findings into PJ and Bank-wide workstreams (in particular through reviews and knowledge of the relevant applied economic literature).
- Support ECSO in interacting externally and internally on public policies and investment programmes to promote inclusive growth, including experience with implementation of low-carbon, green and climate-resilient pathways, or with programmes to address distributional consequences of climate policies (i.e., just transition);
- In representation of ECSO and at times PJ, bring expert inputs to intra-directorate EIB workstreams requiring technical economics inputs i.e., risk assessment frameworks, market development assessment etc. in close cooperation with the SG/Economics Department.
- Develop the own knowledge in the area of environmental policies and especially the cost of carbon emissions in order to transfer and disseminate these insights, knowledge and expertise throughout the Bank’s workstreams.
- Draft or contribute to the drafting of succinct briefs for senior EIB management on climate, environmental and social issues, grounded in policy experience.
- Develop training modules and actively participate as trainer in ECSO’s capacity building and awareness raising programmes.
- Represent the EIB externally in relevant working groups and technical discussions with partner MDBs, the European Commission public authorities, commercial actors or civil society.

**Qualifications**:

- University degree in a relevant domain, e.g., economics, engineering, environmental or climate science. Masters or PhD in public, environmental or development economics considered as an advantage.
- Robust overview and understanding of current applied environmental and development economics research, including with respect to inclusive wealth and sustainable development, net zero targets, carbon pricing, biodiversity and ecosystem valuation etc - and implications in terms of investment gaps, market failures etc.
- Proven ability to synthesize and present the state of the art in economic research to non-economists/management would be an advantage.
- Experience with design and implementation of national climate and environmental programmes, with a focus on investment would be an advantage.
