(Associate)data Governance Officer

The **EIB**, the European Union's bank, is seeking to recruit for its Personnel Directorate (CS-PERS), HR Operations Department (HROPS) - Information and Systems Division (IAS), HR Information Management Unit (IMU) at its headquarters in Luxembourg, a **(Associate) Data Governance Officer**. **This is a full time position at grade 4/5.

**The term of this contract will be 4 years.**

**Purpose**:
In the context of Best Banking Practice (BBP) and the strong commitment of the Bank to implement European

Banking regulation applicable to it, the Personnel HR Operations Department (HROPS) is charged with the implementation in Personnel of the specific policies that the Bank has adopted in this area, including for Reporting and Data Governance.

The HR Information Management Unit is the supporter, maintainer and developer of EIB’s Personnel data management and reporting. Our main goal is to guarantee the satisfaction of all EIB group employees and retirees.

As a Data Governance Officer you will contribute towards developing the EIB Group’s Data Management and Governance framework put in place in the Bank’s Personnel’s Directorate (PERS) by contributing to the definition and implementation of related processes and procedures in order to ensure that the Bank can rely on correct, reliable and accessible data sources and reports for its different business areas.

This is an exciting role for a data governance specialist to be a key actor in establishing the implementation plan related to the framework and policy in place and developing the role within the Directorate. The Personnel Directorate are focused on a strategy towards data driven decision making, therefore this is role will play a key part in ensuring the Bank’s goals are met. In addition, the role offers the opportunity to collaborate across a wide internal network working with transversal business lines.

**Operating Network**:
You will report to the Head of Unit and cooperate closely with the Bank’s Data Governance Office team (DGO) in the Corporate Services Directorate (CS).

You will collaborate closely with the IT Data Warehouse, reporting and analytics officers and data administration expert, HR systems analysts and with other areas of EIB as may be required. You will also be expected to represent the Directorate in bank-wide projects and working groups on data and information governance.

**Accountabilities**:

- Prepare and/review data governance deliverables for data-related projects and initiatives, investigate and follow-up on data quality issues impacting PERS and provide adequate support to PERS colleagues in the Data Governance and EUC (End User computing) areas
- Contribute to the development and implementation of the Bank-wide data governance action plan and strategy while representing PERS specific business needs
- Contribute actively on specific improvement projects which focus on bank-wide transversal information/data domains
- Lead the development and implementation of data policies in PERS, incl. standards, principles, projects, processes and solutions
- Execute typical tasks to implement data governance and data management, notably: (eg. Business glossary/data management, data quality, Information architecture / Data Lineage, End User Computing (EUC) and Transversal activities)
- Define and maintain Personnel business terms, data fields and related metadata following the Bank’s guidelines
- Engage in the implementation of the Data sharing Agreement (DSA), in personnel and with personnel data key stakeholders
- Define the approach for the definition and improvement of how data are organised (structures, models etc.) and how data in the Personnel directorate fit into the wider data landscape

**Qualifications**:

- University degree in the Field of Finance, Mathematics, IT, Information management or in a related discipline, with a strong data analysis and data management focus
- A minimum of 3 years of relevant professional experience covering data governance activities, business data analysis, data management and documentation, ideally gained in a Financial Institution or in a Financial services consultancy
- Ideally good knowledge of Human Resources Processes
- Knowledge of best practice framework in data/information management (e.g. DMBOK), data and process modelling (BPMN) or data/information quality (TIQM) would be a strong advantage
- Preferably experience with IT project management principles, methods, and practices
- Sound knowledge of Business Object Web Intelligence and Microsoft Office Suite.
- Good drafting skills in English
- Very good knowledge of English and knowledge of French(*). A good command of other EU languages would be an advantage.
