**This is a full time position at grade 5/6 for which the EIB offers a permanent contract.**

**Purpose**:
Join the largest global multilateral financial institution and one of the largest providers of climate finance and contribute to development of our talent management function. In this role you will be working on:

- supporting the organisation in developing and deploying the workforce needed to successfully meet its current and future objectives,
- maximising individual potential through talent identification, development, deployment and retention,
- contributing to key organisational change and transformation initiatives.

**Operating Network**:
The Talent Management Unit is a part of Organisation and People Development Division composed of Centres of Expertise providing advice and services related to Diversity, Engagement, Inclusion & Belonging; Learning & Development; Performance Management and Talent Management.

As a (Senior) Talent Management Officer you will report to the Head of Unit and work in close co-operation with colleagues within the Personnel Directorate and from all other business lines within the Bank.

The position will require supervision of consultants and maintaining relationships with other institutions, international organisations, specialists and professional associations in order to build cooperation and stay abreast of best practices.

**Accountabilities**:

- Lead the annual talent cycle, working with the talent facilitators in guiding and advising management teams, co-facilitating talent discussions, analysing the outcomes and planning short and long-term follow up actions.
- Design frameworks for talent planning ensuring the business continues to have talent pools supporting strategic priorities.
- Design new and propose improvements to the existing policies; engage key stakeholders in understanding, buying into, and implementation of the talent policies.
- Effectively engage with key stakeholders: management teams, senior managers, Staff Representatives etc.
- Together with the Learning & development team, design development paths and programmes in order to create growth opportunities for staff aligned with the strategic needs of the organisation.
- Work with HR colleagues and business to create communities of practice and promote best practices in talent development.
- Work closely with the recruitment and budget and planning colleagues, assuring alignment of talent acquisition strategies, strategic workforce planning with the outcomes of the talent reviews and talent needs of the organisation.
- Measure the value of different talent interventions and policies, using qualitative and quantitative metrics as well as external benchmarks; report on talent management effectiveness and continuously implement improvements.
- Ensure communication of talent management strategy, policies and procedures as well as dissemination of knowledge and best practice.
- Provide expert input, advice, guidance and recommendations on complex issues in the field of talent development and contribute to transversal projects within the Department and Directorate.

**Qualifications**:

- Genuine interest in HR matters, in particular talent, development and leadership.
- University degree in a relevant field, preferably Human Resources, Business, Economics or related field.
- Minimum 5 years of directly relevant professional experience gained in any of the following: talent management, HR business partnering, performance management, learning and development or leadership enabling function within a large organization including private sector and/or IFI.
- Excellent understanding of talent management processes and policies.
- Experience in creation and implementation of the talent management policies will be considered an advantage.
- Excellent communication and facilitation skills. Change and stakeholder management experience will be considered an advantage.
- Excellent data analysis skills and knowledge of standard MS Office tools. Knowledge of advanced functions of HR systems, especially hands-on knowledge HR cloud computing is an advantage.
- Good understanding of EIB’s mission, objectives and business activities.
- Excellent knowledge of English and/or French (*), with a good command of the other. Knowledge of other EU languages would be an advantage.
