The **EIB**, the European Union's bank, is seeking to recruit for its Portfolio Management and Monitoring Directorate (PMM), Transaction Management Department (TM), Restructuring & Resolutions Division (RR), Restructuring and Resolutions Banks Unit (RRB), at its headquarters in Luxembourg, a **(Senior) Restructuring Officer**.**

**This is a full-time position at grade 5/6 for which the EIB offers a permanent contract**.**

**Purpose**:
Under the supervision of the Head of Division/Heads of Unit, you will propose, negotiate, and implement solutions in relation to (often complex) post signature events for signed debt operations (events may entail debt restructurings, complex refinancing transactions, or heavy-duty waivers). The team handles project finance, bank and corporate transactions across EU and non-EU. You will, in addition, monitor intensive care cases, in order to protect the Bank's financial interest and reputation across both EU and non-EU jurisdictions.

**Specific Post Environment**:
Under the supervision of the Head of RR Division/Heads of Unit, you will cooperate closely with other Divisions in TMR and with other Directorates, Departments and Divisions across the Bank, in particular with Origination Teams, with Legal, Finance and with Credit Risk but also Compliance and Financial Control. Given the multi-stakeholder nature of restructuring operations, you will also have external contact with a large number of other creditors’ restructuring teams, senior staff of concerned counterparts, other external stakeholders such as restructuring advisors, external legal counsel and industry experts. Given the fast-paced nature of restructuring, you will need to be able to adapt quickly to changing priorities and travel at short notice.

**Operating Network**:
The Portfolio Management and Monitoring Directorate (PMM) monitors counterparts and financial contracts and acts on contractual events under its responsibility, as well as on distressed transactions in order to protect the EIB's financial interests and reputation. The Directorate is responsible for the Financial Monitoring, Event Resolution, Divestment and Restructuring of (i) EU and non-EU debt counterparts, (ii) equity funds, equity-type and subordinated instruments after disbursement/investment or signature, as applicable (iii) EU and non -EU private sector distressed transactions.

PMM is also responsible for developing and updating Bank-wide Financial Monitoring Guidelines and non-performing exposure (NPE) Procedures.

The Restructuring & Resolutions Division (RR) is responsible for the (i) handling and restructuring of the Bank’s impaired EU and Non-EU operations / counterparts as well as the (ii) resolutions related to selected post signature events requiring a more intensified approach, and (iii) monitoring counterparts managed by RR which are generally classified as non-performing exposures (including when required producing internal rating reviews). The division is also responsible, together with other relevant teams, including the Financial Control Directorate and Risk Management, for assessing, proposing and justifying the Bank’s specific provisions for relevant transactions.

**Accountabilities**:

- Recovery actions for severely distressed cases
- Restructuring of viable distressed counterparts
- Management of material risk events
- The management of relationships with counterparts and co-lenders in respect of transactions handled by RR
- Coaching more junior members of the team
- The monitoring of and reporting on assigned special situations
- The preparation, when required, of watch list entries, provisioning and coverage reports for assigned borrowers and transactions
- The preparation of specific provision recommendations
- Contributions to the Division's regular reports

**Qualifications**:

- University degree, preferably in Business Administration, Finance or Economics, or Law
- At least 5 years of relevant professional experience with specific exposure to leading negotiations for multi-creditor groups / syndicates in the context of restructurings, corporate or structured finance, leveraged or M&A transactions or in an advisory function
- Track record in structuring, syndicating and/or documenting project and/or corporate loans would be an asset
- Strong credit risk skills, including financial and cash flow analysis
- Strong communication and presentation skills
- Prior experience in restructuring and recovery related advisory services would be a distinct advantage
- Good knowledge of international accounting standards and valuation methodologies
- Good knowledge of pre insolvency proceedings in relevant jurisdiction(s)
- Understanding of the EIB’s mission, organisation and activities
- Knowledge of the standard computer tools, in particular, strong proficiency in Microsoft Excel and PowerPoint
- Very good knowledge of English and/or French (*) with a good
