The role of HR Business Partner involves acting as a strategic advisor to department managers and team managers. As their single point of contact, you will support and advise them on all HR-related matters, ensuring the implementation of effective HR policies.
Key responsibilities include:
- Recruitment processes: Managing internal and external recruitment activities to identify top talent.
- Career development: Collaborating with department and team managers to monitor employee career progression and provide guidance on professional growth opportunities.
- Integration and exit interviews: Conducting thorough interviews to ensure smooth transitions and gather valuable insights for improvement.
- Succesion planning: Identifying and developing agents who can replace departing colleagues.
- Conflict management: Monitoring and resolving internal conflicts in a fair and timely manner.
- Training and development: Working with training managers to identify training needs and develop comprehensive plans.
- HR procedures and regulations: Analyzing and applying relevant HR procedures and regulations to provide solutions to specific HR issues.
- Policy design and implementation: Actively participating in the design, implementation, and optimization of HR policies.
As an ideal candidate, you will possess a University degree (BAC+4/+5), ideally with a specialization in Human Resources. You should have 5 years' proven experience in a similar HR function, in recruitment or career management. Fluency in Luxembourgish, French, German, and English is essential. Knowledge of the public sector and the Luxembourg labour code is considered an asset. Proficiency in HR software and common office tools (MS Office) is also required. Experience in digitizing and modernizing HR processes is highly valued. Good communication and writing skills are crucial, along with discretion and professionalism. Flexibility, rigour, and organisation are essential qualities for this role. Proactivity in providing solutions and the ability to work independently and as part of a team are also key attributes.
Upon successful hiring, the candidate will be employed as a public employee under a permanent contract. If they meet the required conditions, they will be asked to apply for admission to the status of civil servant. Prior to the conclusion of the contract, the candidate must submit an extract from the criminal record, dated less than 2 months, to prove their conduct and integrity.
