The **EIB**, the European Union's bank, is seeking to recruit for its Operations Directorate (OPS), Operations Support Department (OSD), Operational Management Division (1-OP MGMT), Policy Support Unit (POL) at its headquarters in Luxembourg, a **(Associate) Coordination Officer - Policy*.**

**This is a full-time position at grade 4/5 for which the EIB offers a permanent contract.**

**Purpose**:
As (Associate) Coordination Officer - Policy, you will perform a broad range of coordination duties in support to the operational objectives of the Operations Directorate (OPS), particularly in the area of the Bank’s non-financial (e.g. institutional and operational) policies, as well as the Bank’s value added/ additionality concepts. You will support OPS by reviewing the policies prepared by other Directorates in terms of business impact and corresponding procedures, and you also will liaise and consult with key stakeholders, in particular client-facing staff, as well as the Directorates that originate such policies, in particular PJ, SG, IG (EV and Compliance).

**Operating Network**:
In this position, you will report to the Head of Unit and enjoy the opportunity to work in close co-operation with other Unit members, as well as within your Division and Department, and with OPS frontline staff. Moreover, you will have an extensive network of contacts across other Directorates in particular PJ, SG, IG, OCCO, JU, and PMM.

**Accountabilities**:
In this post, you will:

- Collaborate closely with your Unit, contributing to the review and analysis of the business impact of non-financial policies presented by other Directorates, in particular PJ, SG, IG;
- Assist with coordinating the OPS participation to the formal Bank-wide consultations process, aiming to communicate OPS views as well as presenting the impact of such policies for the lending business of the Bank, so as to ensure that such policies are adequate from a business perspective;
- Contribute to undertaking the appropriate intra-OPS consultation processes, so to ensure OPS views are well understood and communicated;
- Support client-facing staff on policy implementation, through revision of procedures, adequate training as well as help desk function;
- Draft notes and reports on policy issues to advise the OPS’ hierarchy in these areas.
- Prepare timely and consistent written and/or oral briefings and presentations on policy matters for OPS senior management, including in relation to inter-service committees, Management Committee and Board of Directors meetings.
- Contribute to the development and implementation of methodologies and policy frameworks in relation to EIB value added/additionality concepts and SME policy;

**Qualifications**:

- At least 3 years of relevant professional experience in a client-facing role (including loan origination, appraisal and structuring) in a bank or international finance institution;
- Any policy role and/or with a strong exposure to policy, preferably in a public (international) institution would be considered a very strong asset;
- Knowledge of relevant EU policies and value added/additionality concepts would be a strong advantage, just as an understanding of the EIB Group institutional objectives, operational framework and lending process;
- Excellent knowledge of English and/or French* with a good command of the other.
- Knowledge of any other EU language would be considered an advantage.

- _Unless stated explicitly as a required qualification, an excellent command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
