La Chambre de Commerce est l’institution phare des entreprises et de l’économie du Luxembourg, regroupant l’ensemble des entreprises luxembourgeoises exerçant des activités industrielles, commerciales, financières, de services et émanant du secteur de l’Horeca.

Elle représente aujourd’hui quelques 90.000 entreprises, qui représentent 80% du PIB luxembourgeois et 75% du total de l’emploi salarié.

RESPONSABILITÉS

Le Data Governance Advisor sera amené à travailler sur les différentes missions touchant aux thématiques de la qualité et la gouvernance des données ainsi que sur les dimensions liées à l’’archivage physique et numérique.

Directement rattachée à la fonction du Knowledge Management, la fonction est transversale et présente des interactions fortes avec la gestion documentaire, la stratégie numérique et la politique en matière de gestion du changement de l’organisation.

Vos missions consisteront notamment, sous la direction du Knowledge Management Lead de:

- implémenter une stratégie de gouvernance des données au sein de l’organisation en collaboration avec les services concernés ;
- définir des process, standards et lignes directrices uniformes pour l’organisation garantissant la qualité des données disponibles ;
- modéliser des Workflow documentaires permettant la mise en œuvre cohérente de la stratégie en matière de données ;
- orienter et coordonner la démarche Data Governance en accord avec la politique « Change Management » de l’organisation ;
- soutenir et contribuer à la démarche de la « gestion électronique des documents » pilotée par la fonction Knowledge Management ;
- travailler de façon transverse en fonction des projets et en coordination avec le service Informatique et s’assurer de l’interopérabilité entre les systèmes ;
- favoriser la propagation et la montée en puissance des activités de gestion documentaire à travers les entités du « Groupe Chambre de Commerce » ;
- implémenter une approche « archiving by design » agile ;
- veiller à la mise en pratique des dispositions légales en matière d’archivage et d’administration transparente et ouverte;
- administrer les archives physiques et numériques et définir une stratégie de cycle de vie des documents en collaboration avec les acteurs concernés ;
- développer une démarche « Records in Context » ;
- définir et instaurer une stratégie de dématérialisation des archives physiques ;
- accompagner les collaborateurs en soutenant le développement des connaissances dans le domaine de la gestion d’archives numériques et la gouvernance des données.

COMPÉTENCES REQUISES
- être titulaire d’un master en archivistique ou assimilés et se prévaloir d’une expérience pertinente d’au moins 5 ans dans une fonction similaire ;
- être capable de modéliser des processus et des flux d’information ;
- connaitre les principes de fonctionnement des bases de données, et des systèmes intégrés de gestion de contenus (Office365, SharePoint, Dynamics) ;
- maitriser les techniques en matière d’archivage, de classement, d’encodage et de conservation ;
- avoir de très bonnes connaissances du cadre législatif et règlementaire ;
- posséder une connaissance de la méthodologie de conduite de projet (Kanban, Agile) et de ses outils ;
- disposer de bonnes facultés d’expression écrite et orale des langues française et anglaise, la maîtrise des langues luxembourgeoise et allemande étant considérée comme un atout certain ;
- être rigoureux, investi et posséder un sens de l’organisation ;
- faire preuve d’excellentes capacités d’analyse et de synthèse ;
- être doté d’un sens du service développé et savoir communiquer et travailler efficacement en équipe afin de fournir un service de haute qualité.
