EIB has one of largest funding programmes in its peer group. Its bonds are bought mainly by institutional investors around the world, requiring regular and in-depth information about the EIB including its strategy, funding, credit, and sustainability features. The Capital Markets Department raises significant volumes of funds on the finest terms available and contributes to the development of the debt markets.You will lead, coordinate, and supervise the work of the Division to ensure the management of the Bank's Funding activities and exposures are conducted efficiently and effectively. You will ensure that implementation of funding policies is in line with relevant guidelines and best banking practice.

External and internal relations:
External: Represent the EIB on Funding related issues and maintain and develop relationships with the financial community, other EU institutions, supranational organisations, financial counterparts and professional associations in order to stay abreast of best practice.Internal: Represent Funding Team with other domains in the Finance, Operations, Legal Affairs and other Directorates in order to ensure that appropriate internal co-operation and control are maintained.Accountabilities:
Strategy / policy development:
Develop a strategy and a policy for the broad domain in Funding in order to achieve the objectives in the most effective and efficient way.Establishing the conditions for strategy / policy implementationEstablish (in cooperation with Department Head) and manage resources efficiently when implementing funding strategy and related policies. People management in division:
Ensure that staff members within the division have the appropriate competencies, objectives and motivation in order to execute the formulated strategy and policies.Provide leadership and guidance on complex issues to Division staff members, ensuring that issues are addressed, and decisions are taken in a timely manner. Drive a culture for continuous learning and knowledge sharing.Recruit, develop, motivate and retain highly qualified staff in a complex and fast paced environment while maintaining a focus on diversity and excellence.Execution of the key area processes:
Intervene in the execution of key area processes whenever necessary in order to improve efficiency, minimise risk, and achieve optimal cost of funding in accordance with the set policies and procedures.Specialist advice:
Act as recognised expert in the domain of Funding in order to align EIB with best practice.Special projects / working groups:
Manage and deliver in special projects that can go beyond the strict boundaries of own domain to ensure the realisation of the project within the set scope, time and budget.Qualifications:
University degree (minimum an equivalent to a Bachelor), preferably in economics, business or finance;10 years relevant professional experience in experience in capital markets, ideally in (long term) funding at a large international organisation;Proven experience in managing and coaching people, ideally in multicultural environments or international organizations (e.g., determining team resources and skills; establishing objectives; assessing performance; delegating and supervising tasks; guiding, motivating, coaching and providing feedback);Excellent knowledge of capital markets, associated instruments (including private placements, publicly issued debt, derivatives), currencies (incl. CAD, AUD, GBP, CHF, PLN) and formats;Proven track record in the development and execution of strategy;Sound background in mathematics and financial modelling would be an advantage;Ability to use the financial information systems used for front-office activities (Bloomberg, Reuters, etc);Knowledge of English and/or French with a good command of the other. Knowledge of another language would be an advantage.Source:
